CASSGLBERRY CITY COMMISSION <br />Minutes of June 10, 2013 — Regular Meeting <br />Page S of 16 <br />BA #13 -047 <br />Explanation of Request: This Budget Amendment seeks Commission approval to amend the Fiscal Year <br />2012 -2013 Budget to reflect additional revenues and supplemental expenditures as outlined on the Mid -year <br />Budget Amendment Summary. A copy of the Mid -year Budget Amendment Summary is attached to and <br />made a part of these minutes. <br />Account Dumber Account Description Amount <br />Various <br />See attached Summary <br />Recommendation: The City Manager and the Finance Director recommended approval of Budget <br />Amendment #13 -047. <br />Audience Participation: No one came forward to address any item on the Consent Agenda. <br />MOTION: Commissioner Hufford moved to approve the Consent Agenda, as amended. <br />Motion was seconded by Commissioner Solomon. Motion carried unanimously <br />by voice vote 5 -0. <br />Commissioner Hufford noted for the record that the public hearings portion of the agenda began at 5:3 7 p.m. <br />No items were scheduled for consideration on this agenda. <br />A. Ordinance 13 -1392 — Repealing Chapter 86 Utilities, Section 86 -68(fl Recovery of <br />Capacity <br />The City Cleric read Ordinance 13 -1392 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, REPEALING SECTION 86- <br />68(F), RECOVERY OF CAPACITY, CHAPTER 86, UTILITIES; PROVIDING FOR <br />CODIFICATION, CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." <br />Staff Presentation: City Manager Randy Newlon explained that the City's Code contained language that <br />restricted a new business asking for utility service at a location that had been vacant for two years or more from <br />being eligible for a benefit credit to relieve some of the burden of connecting to City utilities. He added that it <br />did not seem reasonable to deny the credit to a new business when the capacity was already in place from a <br />previous business, and staff was requesting that the language denying the credit be stricken. He further added <br />that this would allow a new business to have the credit for a past business without a time restriction. <br />
