She noted that the tax exemption <br />opportunity would be in place until November 6, 2022, at which time the program would expire. <br />Budget Impact: This action will reduce the City's general revenue based on the exemptions approved by the <br />City Commission. <br />Recommendation: The City Manager and the Interim Community Development Director recommended <br />adoption of Ordinance 13 -1389. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 13 -1389. The following <br />individual came forward: <br />Mr. James Fraleigh, 23 Teresa Court, spoke in opposition to Ordinance 13 -1389, stating he <br />believed it to be counterproductive. He expressed concerns that the program would only <br />benefit new businesses and would not benefit existing businesses in the City. He also voiced <br />concerns about the negative impact to the residents due to the loss of tax revenues which <br />would result from new businesses taking advantage of the tax abatement program. <br />No one else came forward. Mayor Glancy closed the public hearing relative to ordinance 13 -1389 <br />MOTION: Commissioner Hufford moved to adopt Ordinance 13 -1389 on second and final <br />reading, as presented. Motion was seconded by Vice Mayor Solomon. Motion <br />carried unanimously by voice vote 5 -0. <br />B. Second Reading of Ordinance 13 -1390 — Amendment to the Future Land Use <br />Element Map and a Text Amendment (LPA 13 -03) <br />The City Clerk read Ordinance 13 -13 90 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY COMPREHENSIVE PLAN, BY AMENDING THE OFFICIAL FUTURE LAND <br />USE MAP ESTABLISHING THE FUTURE LAND USE DESIGNATION OF MAJOR <br />THOROUGHFARE MIXED USE FOR THE PARCELS DESCRIBED IN SECTION 1 OF THIS <br />ORDINANCE; AME NDING TEST IN FLU POLICY 1.22, MAJOR THOROUGHFARE MIXED USE; <br />PROVIDING FOR CONFLICTS, SEVERABILITY, CODIFICATION AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 13 -1390 was published in the <br />Orlando Sentinel on May 30, 2013. <br />Staff Presentation: Interim Community Development Director Sandra Smith explained that this item was a <br />second reading of an ordinance brought before the Commission previously relating to ten properties located in <br />and around City Hall, primarily owned by the City. She stated that this ordinance would change the future land <br />use from essentially commercial or public service to Major Thoroughfare Mixed Use which provides for <br />higher density and intensity development on properties. <br />
