CASSELBERRY CITY COMMISSION <br />Minutes of June 10, 2013 — Regular Meeting <br />Page 11 of 16 <br />Ms. Smith advised that the proposed changes were consistent with the City's Comprehensive Plan, were <br />compatible with the surrounding mix of zonings and land uses and would not negatively impact the City's <br />ability to provide services. <br />Ms. Smith reminded the Commission that there had been an amendment to the language in the ordinance <br />relating to the effective date to ensure that it met statutory requirements. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Interim Community Development Director recommended <br />approval of Ordinance 13 -1390. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 13 -1390. The following <br />individuals came forward: <br />1. Mr. James Fraleigh, 23 Teresa Court, spoke in opposition to Ordinance 13 -1390, expressing <br />concerns that an increase in density and intensity which would allow high rise or medium rise <br />buildings would negatively impact the road system, existing businesses, the residents and the <br />family image of the City. <br />2. Mr, John Casselberry, 700 South Lost Lake Lane, reiterated concerns expressed at the last <br />meeting, stating he would not recommend the park property be included in any type of <br />rezoning. He added that he would suggest the City owned property be appraised prior to <br />taking any action which may affect the potential value of a City asset. He also voiced some <br />concerns about multi -use projects where commercial and residential uses were next to one <br />another with no type of barrier between them. <br />No one else came forward. Mayor Glancy closed the public hearing relative to ordinance 13 -1390 <br />MOTION: Vice Mayor Solomon moved to adopt Ordinance 13 -1390 on second and final <br />reading, as amended. Motion was seconded by Commissioner Aramendia. <br />Motion carried unanimously by voice vote 5 -0. <br />C. Second Reading of Ordinance 13- 1391 — Amendment to the official Zoning Map for <br />Properties Located in the Vicinity of U.S. Highway 17 -92 and Triplet Lake Drive (ZB <br />13 -01 <br />The City Clerk read Ordinance 13 -1391 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY OF <br />CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN ARTICLE IV, SECTION 2 -4.3, <br />UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF CASSELBERRY, <br />FLORIDA, AS AMENDED AND SUPPLEMENTED; ESTABLISHING THE ZONING <br />CLASSIFICATION OF "PMX -MID" (PLANNED MIXED USE: MEDIUM -RISE) FOR THE <br />PARCELS DESCRIBED IN SECTION 1 OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, CODIFICATION AND AN EFFECTIVE DATE." <br />
