CASSELBERRY CITY COMMISSION <br />Minutes of May 13, 2013 — Regular Meeting <br />Page 9 or 18 <br />Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 13 -1388 was published in the <br />Orlando Sentinel on May 2, 2013. <br />Staff Presentation: Mr. Newlon advised that this was the second reading of this ordinance and it redefined <br />the word "salary" that was eligible for benefits under the City's Police Officers' and Firefighters' Pension Plan. <br />He stated that this was consistent with state law, and in fact was now required under state law. He advised that <br />Finance Director Rebecca Bowman was present to answer any questions. <br />Budget Impact: Savings will be realized because City contributions to the above pension plan for FY 2014 <br />will be reduced from 23.8% of salaries to 22.5% of salaries upon adoption of this ordinance. <br />Recommendation: The City Manager and the Finance Director recommended approval of Ordinance 13- <br />1388 on second and final reading. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 13 -1388. No one came <br />forward. Mayor Glancy closed the public hearing relative to Ordinance 13 -1388. <br />MOTION: Commissioner Aramendia moved to adopt Ordinance 13 -1388 on second and <br />final reading, as presented. Motion was seconded by Vice Mayor Solomon. <br />Motion carried unanimously by voice vote 5 -0. <br />B. First Reading of Ordinance 13 -1391— Amendment to the Official Zoning Map for <br />Properties Located in the Vicinity of U.S. Highway 17 -92 and Triplet Lake Drive to <br />Planned Mixed use — Median Rise (PMS -MIDI <br />The City Cleric read Ordinance 13 -1391 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY OF <br />CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN ARTICLE IV, SECTION 2 -4.3, <br />UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF CASSELBERY, FLRRIDA, <br />AS AMENDED AND SUPPLEMENTED; ESTABLISHING THE ZONING CLASSIFICATION OF <br />"PMX -MID" (PLANNED MIXED USE: MEDIUM RISE) FOR THE PARCELS_ DESCRIBED IN <br />SECTION 1 OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, SEVERABILITY, <br />CODIFICATION AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 13 -1391 was published in the <br />Orlando Sentinel on April 11, 2013. <br />Staff Presentation: Ms. Sandra Smith, Interim Community Development Director, gave a brief overview of <br />the item, stating that it related to rezoning of the properties located around City Hall. She added that there was <br />an additional item later in the agenda which would address the future land designation for those same <br />properties but she would be presenting information relating to both items at this time. <br />Ms. Smith explained that in order to create consistency and provide fixture opportunities for proposed <br />development in the area, several properties located within and around the City Center project area near City <br />
