She added that <br />the properties being considered for the rezoning consisted oftwenty -two (22) properties totaling approximately <br />seventeen (17) acres, and that sixteen (16) of the twenty -two properties were City - owned. <br />Ms. Smith further explained that of the twenty -two (22) properties being considered for rezoning, ten (10) were <br />also being considered on a later agenda item for amendment to the Future Land Use designation to Major <br />Thoroughfare Mixed Use (MTMU). She added that a text amendment to the Comprehensive Plan was also <br />being requested to allow a mix of uses rather than requiring a mix of uses within the MTMU district. <br />Ms. Smith stated that the rezoning request was considered to be a large scale map amendment as the combined <br />properties totaled in excess of ten acres, and that two public hearings would be required. She stated that if <br />approved by the Commission, the second readings for both the rezoning and the Future Land Use amendments <br />would be scheduled for the June 10, 2013 Commission meeting. <br />Ms. Smith advised that the findings provided in the Planning and Zoning Commission staff reports concluded <br />that the proposed zoning amendments and the proposed Future Land Use amendments were consistent with the <br />Comprehensive Plan; compatible with the surrounding mix of zonings and land uses; would not negatively <br />impact the City's ability to provide set-vices; and would be a positive catalyst for economic redevelopment. <br />She added that staff's recommendation was for Commission approval of the amendments. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Interim Community Development Director recommended <br />approval of Ordinance 13 -1391 on first reading. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 13 -1391. The following <br />individuals came forward; <br />1. Mr. John Casselberry, 700 South Lost Lake Lane, expressed concerns about the proposed <br />rezoning, stating he would recommend that residential zoning remain residential; that there be <br />no change in zoning of the park area; and that there be no changes in the zoning of the <br />commercial properties until it is determined what type of development will be proposed on <br />those properties. <br />2. Mr. James Fraleigh, 23 Teresa Court, reiterated his feeling that there was a need for a <br />citizens' review board and expressed concerns regarding whether residents had been fully <br />informed about what effect the plans for development in the area could have on the City. He <br />further voiced his concerns that the development plans and proposed rezoning would <br />negatively affect the value of the City's residential areas, and would have a negative impact <br />on existing businesses. <br />3. Mr. Dana Callan, 110 North Sunset Drive, thanked the City Commission and the Planning <br />and Zoning Commission for taking citizens' concerns into consideration in the proposed <br />amendments. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 13 -1391. <br />
