Planning & Zoning Commission/ <br />Local Planning Agency <br />December 14, 2011 <br />Page 3 <br />corner of Lake Howell Road and Lake Howell Lane. Mr. Moore said he is here to state his case for his property. It <br />was stated that Mr. Moore would need to contact staff regarding scheduling his item for review by the Planning and <br />Zoning Commission. <br />A brief discussion ensued regarding the options available to the Planning and Zoning Commission regarding <br />this agenda item. <br />Mr. Parkhurst reopened the meeting to allow the applicant an opportunity to explain the reason for the tree <br />replacement reduction request. Mr. Schultz said due to financial constraints, they wanted to know what the City <br />would require if they decided to remove the tree from the site. He said it has since been determined that the tree is <br />dead and requires removal from the site. Mr. Schultz said that they would obtain a permit for the removal of the tree <br />and due to financial reasons requested additional time to plant the replacement trees. <br />Mr. Parkhurst asked for a motion to address SPR 11 -19. Mr, Meadows made a motion to make a <br />recommendation for the applicant to plant between 1 and 4 trees on the site totaling a minimum of 10" dbh, the trees <br />should be planted on the main part of the property and not in the wetland area and to be completed within 90 days <br />after the tree removal permit is issued. Mr. Lutz seconded the motion. <br />The Board was polled, <br />Victor Lutz Yes <br />Harley Parkhurst Yes <br />Edmund Bakalla Yes <br />Andrew Meadows Yes <br />The motion passed unanimously. <br />Sixth Item of Business: LPA 11.11: Planning and Zoning Commission /Board of Adjustment. Consideration to <br />discuss consolidation of the Planning and Zoning Commission and the Board of Adjustment Board. <br />Ms. Sandra Smith, Development Services Manager, reviewed the information provided in her memorandum <br />dated December 14, 2011, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the <br />Community Development Department). Ms. Smith provided a PowerPoint presentation (a copy is attached and made <br />a part of the minutes). Ms. Smith reviewed the draft ordinance that was attached to the staff report (a copy is <br />attached and made a part of the minutes). <br />
