It was stated that Mr. Moore would need to contact staff regarding scheduling his item for review by the Planning and Zoning Commission. A brief discussion ensued regarding the options available to the Planning and Zoning Commission regarding this agenda item. Mr. Parkhurst reopened the meeting to allow the applicant an opportunity to explain the reason for the tree replacement reduction request. Mr. Schultz said due to financial constraints, they wanted to know what the City would require if they decided to remove the tree from the site. He said it has since been determined that the tree is dead and requires removal from the site. Mr. Schultz said that they would obtain a permit for the removal of the tree and due to financial reasons requested additional time to plant the replacement trees. Mr. Parkhurst asked for a motion to address SPR 11 -19. Mr, Meadows made a motion to make a recommendation for the applicant to plant between 1 and 4 trees on the site totaling a minimum of 10" dbh, the trees should be planted on the main part of the property and not in the wetland area and to be completed within 90 days after the tree removal permit is issued. Sixth Item of Business: LPA 11.11: Planning and Zoning Commission /Board of Adjustment. Consideration to discuss consolidation of the Planning and Zoning Commission and the Board of Adjustment Board. Ms. Sandra Smith, Development Services Manager, reviewed the information provided in her memorandum dated December 14, 2011, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development Department). Ms. Smith provided a PowerPoint presentation (a copy is attached and made a part of the minutes). Ms. Smith reviewed the draft ordinance that was attached to the staff report (a copy is attached and made a part of the minutes).
