Planning & Zoning Commission/ <br />Local Planning Agency <br />December 14, 2011 <br />Page 2 <br />Fifth Item of Business: SPR 11.19: Grace Mellow Tree Reduction Request. Property located at 5001 Highway <br />17 -92, Casselberry, Florida. <br />Mr. Jason Sorensen, Planning Technician, reviewed the information provided in his memorandum dated <br />December 14, 2011, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community <br />Development Department). Mr. Sorensen provided a PowerPoint presentation (a copy is attached and made a part <br />of the minutes). Mr. Sorensen said staff does not believe that the applicant has demonstrated that the reduction to 1 <br />tree at 4" dbh is warranted and staff has determined that 4 trees (10" dbh) could be safely placed on the site. Mr. <br />Sorensen requested the Planning and Zoning Commission make a determination on the applicant's request. <br />In response to the Commission's question, Mr. Sorensen stated that the tree replacement would be reduced <br />from 40.5" dbh to 10" dbh (4 trees at 2.5" dbh). A brief discussion ensued regarding the applicant paying into the tree <br />bank fund. Mr. Sorensen said that staff would like to see the trees planted on the site. <br />In response to the Commission's question, Mr. Sorensen stated that the City's Arborist has determined that <br />the tree is in a dying stage and the tree will eventually rot. <br />Mr. Parkhurst asked the applicant to come forward. Mr. Michael Schultz, representing the property owner, <br />2601 Madeline Avenue, Winter Park, Florida came forward. Mr. Schultz felt that 4 trees could be added to the site. <br />He said that it is a financial hardship to Ms. Mellow, He said that Ms. Mellow wanted to remove the tree because it is <br />unsightly. <br />A brief discussion ensued regarding the applicant paying into the City's tree bank fund in lieu of planting <br />trees on the site. Ms. Smith explained that the Planning and Zoning Commission could make a motion to allow the <br />applicant to replace 10" on the site by either planting trees or payment into the City's tree bank fund. A general <br />discussion ensued regarding the applicant planting trees on the site, contribution to the tree bank fund and the <br />authority of the Planning and Zoning Commission to reduce the number of required trees on a site. <br />Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. Mr. Keith Moore, 2003 Lake Howell Lane, Casselberry, Florida came forward. Mr. Moore stated that <br />he received a notice from the City of Casselberry requiring the removal of a tree from his property located at the <br />
