Planning & Zoning Commission/ <br />Local Planning Agency <br />September 14, 2011 <br />Page 7 <br />Mr. Raasch said should the Planning and Zoning Commission choose to approve minor modification SPR <br />11 -14 to the approved site plan for SPR 11 -01 (Aviation Institute of Maintenance) for the site located at 2725 South <br />US Highway 17 -92, the approval would be based upon the site plan dated August 1, 2011, the findings of fact and <br />conclusions of the staff report dated September 14, 2011, and the following conditions: <br />1. All conditions of SPR 11 -01 shall apply. <br />2. The applicant shall submit a copy of the correspondence from the St. John's Water Management <br />District that requires the fence. <br />3. The applicant shall submit a revised landscape plan that includes the relocation of the six (6) foot tall <br />Sweet Viburnum shrubs to the perimeter of the property. This opaque screen shall run from the <br />entrance to the taxi training area along the perimeter of the property on Button Road and Seminola <br />Boulevard to the existing drainage flume, excluding the area adjacent to the proposed gate. Additional <br />six (6) foot Sweet Viburnum shrubs may be required to accomplish this objective. The two (2) foot tall <br />Sweet Viburnum shrubs that are currently approved for that perimeter shall be relocated to the area <br />adjacent to the taxi training area that was originally approved for the six (6) foot tall Sweet Viburnum <br />shrubs. The six (6) foot tall Sweet Viburnum shrubs shall be located on the outside of the new fence, <br />so as to create an opaque screen. <br />4. All landscaping shall meet FDOT site triangle guidelines. <br />5. The chain link fence shall be either green or black vinyl clad. <br />6. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and <br />void. <br />A brief discussion ensued regarding the use of the Sweet Viburnum plant material and a chain link fence in <br />the Community Redevelopment Area, <br />Mr. Parkhurst asked the applicant to come forward. Mr. Joshua Marinov, 968 Lake Baldwin Lane, Orlando, <br />Florida came forward. Mr. Marinov stated that St. John's River Water Management District is requiring a chain link <br />fence around the retention area. A discussion ensued regarding exchanging the Sweet Viburnum with Podocarpus. <br />Mr. Marinov felt that Podacarpus wouldn't be more expensive than the Sweet Viburnum. <br />Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. No one came forward. <br />Mr. Parkhurst asked for a motion to address SPR 11 -14. Mr. Aramendia recommended approval of SPR 11- <br />14, Aviation Institute of Maintenance, based on staff memo dated September 14, 2011 from Mr. Raasch to the <br />Planning and Zoning Commission with the addition of condition no. 7 to use Podocarpus as a planting shrub instead <br />of Sweet Viburnum. Mr. Bakalla seconded the motion. The motion passed unanimously by voice vote. <br />
