He said he doesn't think the <br />City's recommendation is fair. <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. No one came forward. <br />There were no final comments from staff. <br />After a brief discussion regarding the tree replacement waiver, Mr. Meadows asked for a motion to address <br />SPR 12 -18. Mr. Bryan made a motion to follow staffs recommendations and deny the applicant's request for a full <br />reduction to the tree replacement requirements and follow staffs recommendation for a reduction to plant 1 tree at <br />2,5" DBH, species to be specified by staff or payment into the City Tree Bank Fund in the amount of $220 for SPR <br />12 -18. Mr. Wadley seconded the motion. The motion passed unanimously by voice vote. <br />Sixth Item of Business: SPR 12.19: Shoot Straight Parking Lot. Major site plan review for construction of a <br />new parking lot on a vacant parcel across the street from the existing Shoot Straight location. <br />Mr. Jason Sorensen, Planner I, reviewed the information provided in his memorandum dated December 12, <br />2012, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development <br />Department). Mr. Sorensen provided a PowerPoint presentation (a copy is attached and made a part of the <br />minutes). Mr. Sorensen said an additional condition of approval has been added to the original staff report requiring <br />the applicant provide 2 handicapped parking spaces. Mr. Sorensen stated that the Code allows for a 2' overhang <br />from the curb stop. He said the site plan shows that some of the parking spaces are shorter than what you would <br />normally see because they are using the curb as a wheel stop. <br />Mr. Sorensen said staff recommends approval with the following conditions: <br />Approval of the requested site modifications: <br />a. ULDR Section 3 -13.4: Reduce the required Interior Landscape requirement from 58 trees to <br />31 trees. <br />b. ULDR Section 3 -15.2: Allow 16 parking spaces (40% of the total parking spaces) as sub- <br />standard. <br />Credit shall only be granted for the retained landscaping if a certified arborist submits a letter stating the <br />trees meet the factors listed in Section 3- 13.7(5) of the City Code including extraordinary size of the <br />tree, vigorous health, large canopy cover, historic value, rareness, and age. No credit will be granted <br />for preserved trees which are classified as undesirable, are extremely poor specimens or which are in <br />declining health. A Tree Bank contribution will be required if there are insufficient credits to reduce the <br />61" of trees removed from the site or if additional trees are required to be removed. <br />
