He <br />said it requires a minimum level of education, years of experience and hours of study. He said it is a tremendous <br />accomplishment. The Commission congratulated Mr. Sorensen. <br />Fifth Item of Business: SPR 12.19: Scott C. Henry Continued. Tree replacement waiver request for the <br />property located at 27 -29 Jackson Court, Casselberry, Florida. <br />Ms. Marie Regan, Planner Il, reviewed the information provided in her memorandum dated December 12, <br />2012, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development <br />Department). Ms. Regan clarified that at the last meeting the applicant stated that Mr. Jason Sorensen, Planner I, <br />told the applicant he could have a full tree waiver. Ms. Regan stated that Mr. Sorensen informed the applicant of the <br />process for the tree replacement waiver. <br />Ms. Regan made a correction to the staff memo that was included in the agenda packet stating the <br />contribution to the tree bank fund should read $220 and not $250. <br />Ms. Regan provided a PowerPoint presentation (a copy is attached and made a part of the minutes). Ms, <br />Regan said staff does not find that a full waiver is warranted; therefore, staff recommends denial of the applicant's <br />request for a full reduction to the tree replacement requirements. She said staff recommends a reduction to 1 tree at <br />2,5" DBH, species to be specified by staff or payment into the City Tree Bank in the amount of $220. She said staff <br />requests the Planning and Zoning Commission make a determination on the applicant's request. Ms. Regan stated <br />that staffs recommendation has taken into account the issues related to the site and has proposed the minimum tree <br />replacement requirement and offered the minimum tree bank contribution. <br />In response to the Commission's question, Ms. Regan stated that she spoke with the applicant regarding <br />staff's recommendation allowing a minimum tree replacement and the applicant stated he wanted to continue with his <br />request for the full tree replacement waiver. <br />Mr. Meadows asked the applicant to come forward. Mr. Scott Henry, 4765 Lonsdale Circle, Orlando, Florida <br />came forward. Mr. Henry said the tree on the property was dropping branches and caused damage to the electrical <br />wiring. He said that he spoke with Mr. Sorensen regarding the tree replacement requirements and Mr. Sorensen <br />
