He explained that during the final engineering and <br />grading process it was determined that some of the house pads would be higher than adjacent properties and they <br />want the ability to adequately screen the lots. <br />Mr, Daly requested a 6' brick wall to eliminate exposing the backyards to Seminola Boulevard. Mr. Daly <br />explained there is a 6' aluminum fence with brick columns planned to secure the area around the emergency access <br />gate. <br />Mr. Daly said it is not clear on the staff report regarding continuing the brick wall along the retention pond <br />and installing a pvc fence which would box in the retention pond. He explained that the adopted development <br />agreement states that the retention ponds cannot be fenced. Mr. Daly said it is a dry pond with landscaping. He said <br />it is not a gated subdivision and all they want to do is protect their residents and the adjacent residents with adequate <br />buffering. Mr, Daly requested that the Planning and Zoning Commission approve the plans as presented. <br />Mr. Daly said the subdivision entrance sign was designed to make the entrance attractive as requested by <br />the conditions of approval from the City Commission. Mr. Daly requested a recommendation for approval of the site <br />plan. He said the site plan is consistent with all the conditions that were placed on the property as part of the zoning <br />approval. <br />Mr. Daly explained that a building permit cannot be issued until the plat is recorded. He said typically in <br />construction the plat is not recorded until all the site work, roadways installed and everything is complete because the <br />physical monuments are put in the ground. Mr. Daly said they would like to begin construction on a model home in <br />January. He said they would like to have the model home available so that they can begin selling homes in the <br />spring. <br />Mr. Daly stated that the civil engineer and their attorney are available to answer any questions. <br />After a brief discussion, Mr. Meadows asked if there was anyone in the audience who wished to speak in <br />favor of, or in opposition to, the request. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida <br />came forward. Mr. Casselberry said he was unable to hear staff members during their presentations. Mr. <br />Casselberry questioned adjustments to the amplification of the sound system. <br />There were no final comments from the applicant or staff. <br />
