Ms. Tara Rogowski, 959 English Town Lane, Winter Springs, Florida came forward. The Commission had no questions for the applicant. Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request. No one came forward. There were no final comments from staff. Mr. Meadows asked for a motion to address CU12 -13. Mr. Wadley moved that the Planning and Zoning Commission's approve CU 12 -13 to allow the sale and on -site consumption of alcoholic beverages as allowed by the 2COP state license, in conjunction with the operation of Crystal Ballroom Rentals located at 1271 State Road 436, Suite 127. He said the recommendation is based on the findings of fact and conclusions of the staff report dated October 10, 2012, and the 11 conditions of approval outlined in the staff report. Mr. Bryan seconded the motion. The motion passed unanimously by voice vote. Ninth Item of Business: CU12.14: 1271 SR 436/ Bistro 436. Extension of conditional use request to sell beer and wine in a PMX-H zoning district. Mr. Jason Sorensen, Planner I, reviewed the information provided in his memorandum dated October 10, 2012, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development Department), Mr. Sorensen provided a PowerPoint presentation (a copy is attached and made a part of the minutes). Mr. Sorensen said staff recommends approval with the following condition: 1. The conditional use shall commence on or before November 9, 2012. Mr. Meadows asked the applicant to come forward. Mr. Wadley moved that the Planning and Zoning Commission's approve CU 12 -14 to extend the 2COP conditional use for beer and wine sales in conjunction with a restaurant located at 1271 State Road 436, Suite 151 -153 and approval is based on the findings of fact and conclusions of the staff report dated October 10, 2012 with the condition that the conditional use shall commence on or before November 9, 2012. Mr. Bryan seconded the motion. The motion passed unanimously by voice vote.
