Planning & Zoning Commission/ <br />Local Planning Agency <br />August 8, 2012 <br />Page 5 <br />is based upon the Planning and Zoning Commission's findings of fact and conclusions, the staff report dated August <br />8, 2012, including the 7 conditions of approval stated in the staff report. Conditional use request to <br />allow an expansion of the existing use (place of worship) within the Wintergreen PRD. <br />Ms. Marie Regan, Planner II, reviewed the information provided in her memorandum dated August 8, 2012, <br />to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development <br />Department). Ms. Regan provided a PowerPoint presentation (a copy is attached and made a part of the minutes). <br />Ms. Regan said Staff recommends approval with the following conditions: <br />1. The Conditional Use shall be limited to the location of 1815 State Road 436. <br />2. The Conditional Use shall be limited to the building of the fellowship hall, classroom facilities and office <br />space as set out in Exhibit B attached to the staff report. <br />3. Where possible existing trees should be retained, any trees removed from the site as a result of <br />development shall be replaced in kind. <br />4. Development shall comply with the general regulations for Churches 2 -7.25, <br />5. The applicant shall obtain major site plan approval through the City's Planning and Zoning Commission. <br />6. All site lighting shall meet the requirements of Section 3 -10.2 of the City's Unified Land Development <br />Regulations. <br />7. Noise shall not exceed the levels indicated in Section 3 -17.4 of the City's Unified Land Development <br />Regulations. <br />8. The use shall remain in complete compliance with all City, County and State requirements. <br />9. The conditional use shall commence within one year of the approval. <br />10. The conditional use shall expire if the use is discontinued for more than ninety days. <br />11. All of the above conditions shall be fully and faithfully executed or the conditional use shall become null <br />and void. <br />Mr. Meadows asked the applicant to come forward. Mr. Cas Suvanase, 1053 North Orlando Avenue, <br />Maitland, Florida came forward. Mr. Suvanase said there is a representative from the church also available to <br />answer any questions. Mr. Suvanase said there are no objections to the 11 conditions of approval. He questioned <br />
