Mr. Bryan seconded <br />the motion. The motion passed unanimously by voice vote. <br />Seventh Item of Business: CU 12 -08: Veterinary Clinic and Florida Institute of Animal Arts Grooming School. <br />Conditional use request to allow veterinary clinic without outside kennels in a CG zoning district. <br />Mr. Jason Sorensen, Planner I, reviewed the information provided in his memorandum dated July 11, 2012, <br />to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development <br />Department), Mr. Sorensen provided a PowerPoint presentation (a copy is attached and made a part of the <br />minutes). <br />Mr. Sorensen recommended approval with the following conditions: <br />1. The conditional use shall be limited to the location of 497 State Road 436, Suite 123, 135, & 177 and <br />shall not take up more than 25,686 square feet of tenant space. <br />2. There shall be no outdoor boarding of animals or overnight indoor boarding of animals. <br />3. There shall be no outside walking of animals by staff or students. Nor will there be any outside play <br />areas for animals. The walking of animals by customers in the rear of the building will be discouraged. <br />4. Animal feces outside shall be collected and disposed of accordingly on at least a daily basis. <br />5. There shall be no outside display or storage of goods, materials, services or vehicles. <br />6. The conditional use shall commence within 180 days of the approval. <br />7. The conditional use shall expire if the use is discontinued for more than 90 days. <br />8. All signage requires additional permit approval and must comply with all City requirements. <br />9. All of the above conditions shall be fully and faithfully executed or the conditional use shall become null <br />and void. <br />In response to the Commission's question regarding overnight boarding of animals, Mr. Sorensen explained <br />that in emergency situations the animals would be taken to emergency clinic for overnight stay. He said animals <br />would not be kept overnight at the facility. <br />Mr. Meadows asked the applicant to come forward. Ms. Laura Lundberg, 493 State Road 436, Casselberry, <br />Florida and Mr. David Strong, 608 Clark Street, Oviedo, Florida came forward. A general discussion ensued <br />regarding the number of animals normally on the site, the restriction of walking animals outside and transporting <br />animals to an emergency clinic for overnight care. Ms. Lundberg stated that the American Veterinary Medical <br />Association requires animals to be boarded overnight at an emergency clinic. <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. No one came forward. <br />
