She said the applicant feels it could go forward with the development of <br />this area if the amendments were approved. <br />Ms. Smith said the applicant has requested the Planning and Zoning Commission only consider acceptance <br />or denial of their requested amendments rather than considering alternative design options. Ms. Smith's staff report <br />provided the following options: <br />Option 1: Recommendation of Denial: <br />The Planning and Zoning Commission recommends denial to the City Commission of LPA 11 -25, <br />amendments to ULDR Section 2 -7.26, Seminola Boulevard Overlay District Design Guidelines, subject to <br />the findings of fact and conclusions of the Planning and Zoning Commission based on the staff report dated <br />May 9, 2012. <br />Option 2: Recommendation of Approval: <br />The Planning and Zoning Commission's recommendation of approval to the City Commission of LPA 11 -25, <br />amendments to ULDR Section 2 -7.26, Seminola Boulevard Overlay District Design Guidelines, is based <br />upon the Legacy Park Phase III conceptual subdivision plan dated February 16, 2012 (Exhibit E), the design <br />renderings (Exhibit F), the new design criteria provided within the draft ordinance, the findings of fact and <br />conclusions of this staff report dated May 9, 2012 and the following conditions: <br />1. Site plan and subdivision plan approval are required prior to development of the property. <br />2. Development of the "Garden Homes" residential product shall conform to all elements of the <br />Seminola Boulevard Overlay District Design Guidelines. <br />In response to the Commission's question regarding clarification to the front yard minimum setback, Ms. <br />Smith said that the setback would not vary and it would be 20'. A brief discussion ensued regarding the requirement <br />for garages for the garden homes. Ms. Smith said she would add the 2 car garage requirement to LPA 11 -25 to be <br />consistent with the information provided in the staff report for SPR 11 -21, Ms. Smith said in response to Mr. <br />Meadows' question regarding front yard minimum, staff would strike the following information: 20' front elevations and <br />garage locations of adjacent properties shall be different, <br />In response to Ms. Babb - Nutcher's question, Ms. Smith stated that the next action would be to amend Tract <br />G of the Legacy Park Planned Development from townhomes to garden homes. <br />Mr. Meadows asked the applicant to come forward. Mr. James Johnston, 300 South Orange Avenue, Suite <br />300, Orlando, Florida and Mr. Tom Daly, 2301 Lucien Way, Suite 405, Maitland, Florida came forward.
