Planning & Zoning Commission/ <br />Local Planning Agency <br />May 9, 2012 <br />Page 7 <br />said that the applicant is requesting to amend the design criteria. She said the design criteria provided for residential, <br />commercial, village center, neighborhood- business and commercial centers. She said the residential uses were <br />either single family detached, townhome or apartments over commercial. Ms. Smith explained that the design <br />standards were adopted to promote a high quality mixed -use community. She said development criteria was also <br />included that provided for permitted and prohibited land uses within this particular overlay district, determined <br />densities, building setbacks and buffering criteria. She said design criteria were provided for fences, walls, <br />placement of miscellaneous equipment, pool enclosures, streets, parking, signs, landscaping and lighting. Ms. Smith <br />said that the architectural guidelines include the fagade enhancements such as porches, balconies and awnings. <br />She said that the Legacy Park Conceptual Plan was approved and includes the majority of the property within the <br />Seminola Boulevard Overlay District. <br />Ms. Smith said that Tract G had received a site plan approval for 66 townhomes; however, that site plan <br />approval expired. She said Pulte Homes is requesting to change this area to single family residential due to the need <br />in the market. Ms. Smith said to facilitate the request to provide the Garden Homes an amendment to the Unified <br />Land Development Code (ULDR) design guidelines is required. <br />Ms. Smith provided a PowerPoint presentation (a copy is attached and made a part of the minutes). It was <br />determined that the front yard minimum would be the same; whereas, in the single family homes it provided a <br />variation to setbacks to provide more interest to the roadway. <br />Ms. Smith said the applicant has provided the facades as an exhibit to be attached to the record should the <br />Planning and Zoning Commission recommend approval. Ms. Smith explained that the City has a designer on staff <br />that developed a layout for the site that accommodates the rear loading. Ms. Smith said the lots would be 40' wide <br />and 100' deep rather than the proposed 120'. She said the lots would not support pools due to the rear loading. Ms. <br />Smith said that it is her understanding that the proposed site development has been given authorization through the <br />master homeowners' association to receive the benefits of the community pool for the Legacy Park community area. <br />
