Ms. Smith stated that the Seminola Boulevard Overlay District (SBOD) was created due
to the fact that the Dog Track closed and Seminole County planned to extend Seminola Boulevard through the Dog
Track property to Lake Drive. Ms. Smith explained that the City conducted a study of the area to determine the
highest and best uses for that area. She said based on that information, the City adopted the Seminola Boulevard
Overlay District and called it SB2. She said the future land use was changed to planned mixed low intensity non
residential /medium density residential and the zoning was changed to PMX -L which is mixed low intensity. She said
in addition to making the future land use and zoning changes, the City also created the design criteria. Ms. Smith
