Planning & Zoning Commission/ <br />Local Planning Agency <br />May 9, 2012 <br />Page 5 <br />Mr. Gelbert felt that the faux windows could result in a water infiltration issue which could cause mold and <br />air quality issues. He said the block adds more expense to the project. A discussion ensued regarding various <br />options to improve the appearance of the metal building. Mr. Meadows closed the public portion of the meeting. <br />The Commission discussed the EFIS stucco material, matching the right and left elevations, providing a <br />block knee wall, the option to provide a banding of a different color across the bottom and the dumpster gate <br />material. <br />Mr. Gelbert requested the Commission be lenient with the additional cost associated with the development <br />of this project. Mr. Gelbert stated there is a different color of wainscoting with a band; however, it is difficult to see <br />with the landscaping in front of the building. <br />Mr. Wadley summarized possible conditions of approval: <br />1. Include staffs conditions of approval <br />2. Add a condition of approval that the elevation presented at tonight's meeting as an exhibit <br />would be the elevation used for both the right and left elevations, <br />3. Both elevations would have faux windows or shutter type windows as shown on the exhibit <br />presented tonight. <br />4. There would be no chain link fence with pvc slats used for the dumpster gates. <br />A discussion ensued regarding marking the revised architectural elevation presented by the applicant to the <br />Planning and Zoning Commission as Exhibit A. <br />Mr. Meadows asked for a motion to address SPR 11 -07. Mr. Wadley made a motion that the Planning and <br />Zoning Commission approve SPR 11 -07, site plan for a Family Dollar store located at 1060 Seminola Boulevard <br />based on the information provided in the staff report dated May 9, 2012, the attached site plan dated May 3, 2012 <br />and the building elevations (Exhibit A) presented at tonight's Planning and Zoning Commission meeting and the <br />following conditions: <br />1. The Planning and Zoning Commission approves the following site modifications: <br />a) ULDR Section 3 -15.6: allow 10 parking spaces (40 %) to be 9'X 18' rather than 10'X 20'. <br />b) ULDR Section 3 -13.5: allow a 5' wide landscape strip rather than the 7.5' width strip required for <br />the landscape median on the west perimeter of the lot. <br />2. All trees which die will be required to be replaced on an inch -by -inch basis. <br />3. Right and left elevations as presented in Exhibit A (during tonight's meeting) both elevations will be the <br />same as the Seminola side on the elevation presented. The shutter windows to be provided on both <br />right and left elevations. <br />4. All Public Works issues must be addressed prior to issuance of a site construction permit. <br />
