Mr. Gelbert said that the proposed <br />split -faced block system with the false windows presents some construction issues. Mr. Gelbert proposed a full EFIS <br />system (synthetic stucco system) with fixed shutters in lieu of windows. Mr. Gelbert stated that the reduced number <br />of trees in the landscape plan was to provide more visibility to the sign on the front corner of the building. Mr. Wadley <br />felt that adding an additional tree in that area would still provide sufficient visibility for the sign. In response to the <br />Commission's concern regarding the appearance of the right side elevation, Mr. Gelbert felt planting the required <br />landscaping would limit the visibility to that portion of the building. A discussion ensued regarding improving the <br />appearance of a metal building and the type and location of the mechanical equipment. <br />In response to the Commission's question, Mr. Gelbert stated that there is an area in the back of the <br />building that would be used for unloading merchandise. He said that Family Dollar usually receives deliveries once a <br />week for approximately one hour. <br />A discussion ensued regarding the dumpster enclosure and various material options for the dumpster gate. <br />Mr. Gelbert said he was willing to work with the City to dress up the gate. <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. No one came forward. <br />Mr. Meadows asked for final comments from staff. Mr. Sorensen said staff has some concerns with the <br />longevity and the quality of the synthetic stucco material. He said the block wall (facing Seminola Boulevard) was a <br />better option. He said the requirement for the faux windows is to simulate other development in the area. Mr. <br />Sorensen stated that the Bahama shutters on a block wall would be acceptable in lieu of the faux windows. <br />Mr. Meadows asked for final comments from the applicant. Mr. Gelbert said that EFIS is a standard material <br />that is used on every commercial building. He said the metal building doesn't lend itself to traditional stucco. He said <br />EFIS material has significantly improved over the last 20 - 30 years. <br />
