Planning & Zoning Commission/ <br />Local Planning Agency <br />May 9, 2012 <br />Page 3 <br />Mr. Meadows asked for a motion to address SPR 12 -11, Mr. Hale recommended approval of SPR 12 -11 for <br />the tree replacement reduction request as presented by Mr. Sorensen to the Planning and Zoning Commission. Mr. <br />Bryan seconded the motion. The motion failed with a unanimous voice vote. <br />Sixth Item of Business: SPR 11.07: Family Dollar. Major site plan review for the construction of an 8,000 <br />square foot retail structure and associated infrastructure for the property located at 1060 Seminola <br />Boulevard, Casselberry, Florida. <br />Mr. Jason Sorensen, Planning Technician, reviewed the information provided in his memorandum dated <br />May 9, 2012, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community <br />Development Department). Mr. Sorensen provided a PowerPoint presentation (a copy is attached and made a part <br />of the minutes). <br />Mr. Sorensen said if the Planning and Zoning Commission recommends approval of SPR 11 -07, site plan <br />for a Family Dollar store located at 1060 Seminola Boulevard it would be based on the information provided in the <br />staff report dated May 9, 2012, the site plan dated May 3, 2012 and the building elevations attached to the staff <br />report and the following conditions: <br />1. The Planning and Zoning Commission approves the following site modifications: <br />a) ULDR Section 3 -15.6: allow 10 parking spaces (40 %) to be 9'X 18' rather than 10'X 20'. <br />b) ULDR Section 3 -13.5: allow a 5' wide landscape strip rather than the 7.5' width strip required for <br />the landscape median on the west perimeter of the lot. <br />2. All trees which die will be required to be replaced on an inch -by -inch basis. <br />3. Faux windows will be provided in the block wall fagade facing Seminola Boulevard. <br />4. All Public Works issues must be addressed prior to issuance of a site construction permit. <br />5. All conditions must be fully executed or the site plan becomes null and void. <br />6. The site plan is valid for one year. Failure to obtain a building permit within one year will result in the <br />expiration of the site plan approval. <br />In response to the Commission's question regarding the number of required faux windows, Mr. Sorensen <br />said that the applicant should provide something that would apply an appropriate symmetry that is similar to other <br />buildings in the area. Mr. Wadley said there is a discrepancy in the number of trees shown on the landscape plan <br />and the elevation. He said it shows trees along the full extent of the building; however the landscape plan shows a <br />gap with no trees. Mr. Wadley said he would like to see the landscape plan consistent with the elevation. <br />Mr. Meadows asked the applicant to come forward.
