Planning & Zoning Commission/ <br />Local Planning Agency <br />May 9, 2012 <br />Page 9 <br />was not a market for townhomes but for single family homes, Mr. Johnston explained that the 40' by 120' lots would <br />allow for larger backyards, He said that Pulte Homes envisions that these homes would cater to young families. <br />Mr. Johnston said in order to develop single family homes on Tract G, the Planned Development needs to <br />be changed from townhome to single family. He said that amendments need to be made to the overlay design <br />guidelines because Pulte Homes doesn't feel it would work under the existing guidelines. <br />Mr. Johnston stated that Pulte Homes reviewed the proposal prepared by the City but felt that the rear <br />loading on the property would not work. He said they liked staff's design for the roadways and the flow through the <br />property and Pulte Homes resubmitted a plan that mirrors the roadways in that proposal. Mr. Johnston felt that a rear <br />loaded project would not work on Tract G. He said alleys with rear garages would eliminate the majority of the <br />backyards on the 100' lots, it would reduce the size of the homes and the price point. He said that Pulte Homes feels <br />it would make these homes less attractive for young families. Mr. Johnston stated that adding the alleys adds to the <br />construction cost. He said they believe this development would continue to be a quality product that the City could <br />be proud of. Mr. Johnston said that these properties would be part of a master homeowners' association. <br />Mr. Johnston said that they don't feel making these changes would reduce the quality of the development <br />and they believe what is being proposed would actually increase the quality over the townhomes. <br />Mr. Johnston requested that the Planning and Zoning Commission recommend approval to the City <br />Commission for the change to the design guidelines and the amendment to the Planned Development. <br />In response to the Commission's question, Mr. Johnston stated that the elevations that have been submitted <br />to the Commission would be attached to the approval. He said there are four different home types with variation in <br />size. <br />A discussion ensued regarding the change to the information that was presented regarding the front <br />elevation and garage locations for the adjacent properties being different. Mr. Hale was concerned that the same <br />type of home would be placed next to one another. Mr. Daly said the concern is that a home could have a garage <br />located on the same side due to the layout of homes. He agreed that the front elevation and garage door types <br />would be different from an adjacent location. <br />
