Planning & Zoning Commission/ <br />Local Planning Agency <br />January 11, 2012 <br />Page 4 <br />A general discussion ensued regarding the options available to the Planning and Zoning Commission in <br />considering the tree reduction request and Section 3 -14.2 of the Unified Land Development Regulations. <br />Mr. Parkhurst asked the applicant to come forward. Ms. Sandy Strange, 2671 South Highway 17 -92, <br />Casselberry, Florida came forward. In response to the Commission's question regarding the City's proposed tree <br />reduction to 5" dbh for the site, Ms. Strange said there is no room on the property to add any trees. She said she has <br />been sued because of the tree roots by the front steps of the bar. <br />Ms. Strange said that Casselberry Patio Bar is a supporter of the Casselberry Police Benevolent Association <br />and has also donated approximately $2,500 to the homeless families in the area, Ms. Strange said that she sent <br />many letters to Mr. Sorensen requesting a donation be made to help the homeless families in the area instead of the <br />City's tree bank fund. <br />Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. No one came forward. <br />A general discussion ensued regarding the options available to the Planning and Zoning Commission in <br />considering the tree reduction request and the applicant's option to appeal tonight's decision to the City Commission. <br />Ms. Strange said that the tree was struck by lighting and requested a full reduction. A discussion ensued regarding <br />reducing the tree replacement to 2.5" dbh or a contribution to the tree bank fund in the amount of $220 and the site <br />being heavily canopied with trees and suggested planting an understory tree such as the crape myrtle on the site. <br />The Commission was concerned with setting a precedent with a reduction. <br />Mr. Parkhurst asked for a motion to address SPR 11 -20. Mr. Van Meter made a motion to approve the <br />reduction to staffs recommendation of 5" dbh or a tree bank contribution of $440 for SPR 11 -20 as written in the staff <br />report, Mr. Bakalla seconded the motion. <br />The Board was polled. <br />Nathan Van Meter <br />Yes <br />Edmund Bakalla <br />Yes <br />Andrew Meadows <br />No <br />Victor Lutz <br />No <br />Harley Parkhurst <br />No <br />
