Mr. Suleiman said their standard for parking is one parking space for every 100 square foot of building. He said Navy Federal Credit Union is not your typical bank where there is a branch office located every two miles. He said normally one office is located within a ten to twenty mile demographic because the credit union serves exclusively the Department of Defense. Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request. No one came forward. After a brief discussion, Mr. Parkhurst asked for a motion to address SPR 11 -18, Mr. Bakalla made a motion to approve SPR 11 -18 based on the staff memo dated January 11, 2012 as presented. Sixth Item of Business: SPR 11 -20: Casselberry Patio Bar. Tree replacement reduction request for the property located at 2671 S. Highway 1792, Casselberry, Florida Mr. Jason Sorensen, Planning Technician, reviewed the information provided in his memorandum dated January 11, 2012 to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development Department). Mr. Sorensen provided a PowerPoint presentation (a copy is attached and made a part of the minutes). Mr. Sorensen said Staff supports a reduction to 5" dbh or a tree bank contribution of $440. Mr. Sorensen reviewed the following suggested conditions of approval if the Planning and Zoning Commission approved the tree reduction request: 1. The applicant must submit to staff a replacement plan for 5" dbh. 2. In lieu of planting all 5" dbh on the property, the applicant may make a tree bank contribution for the remaining inches, or for all inches. 3. The above conditions shall be fully and faithfully executed within three months of the making of this determination or the landscape restoration plan shall become null and void and code enforcement action will commence.
