Planning & Zoning Commission/ <br />Local Planning Agency <br />January 11, 2012 <br />Page 2 <br />Ms. Sandra Smith, Development Services Manager, reviewed the information provided in Mr. Raasch's <br />memorandum dated January 11, 2012, to the City of Casselberry Planning and Zoning Commission (a copy is on file <br />in the Community Development Department). Ms. Smith provided a PowerPoint presentation (a copy is attached and <br />made a part of the minutes). Ms. Smith said Staff recommends approval of SPR 11 -18 with the following conditions <br />of approval: <br />1. Approval of the following site plan modification requests: <br />® ULDR Section 3 -15.2, Parking spaces required by use: The site may provide two (2) stacking <br />spaces per drive -thru lane. <br />® ULDR Section 3 -15.6, Design specifications for parking and loading areas: 30% of the total <br />parking spaces may be 9'x 18'. <br />2. All exterior light fixtures shall be full -cutoff type fixtures. Light poles may not exceed 20' in height. <br />3. The building plans will be reviewed by the City's contracted Building Official prior to building permit <br />issuance. <br />4. All signage for the site shall conform to the City's Unified Land Development Regulations. All proposed <br />signage shall be submitted as a separate building permit. <br />5. All rooftop equipment shall be screened from view. Trash dumpsters and other equipment shall be <br />screened from view and kept in a neat and orderly appearance. <br />6. No outdoor storage of goods, materials, equipment or supplies shall be permitted; nor shall outdoor <br />displays be permitted. <br />7. All outstanding Public Works comments shall be satisfied prior to issuance of an engineering permit. <br />No site engineering construction activities shall take place at the site until the engineering permit is <br />issued by the City's Public Works Department. No building permit shall be issued prior to engineering <br />permit. <br />8. Any outstanding comments from the City's Fire Department shall be addressed prior to the issuance of <br />a building permit. <br />9. All permits from appropriate State and County agencies shall be obtained prior to the submittal for a site <br />engineering permit to the City's Public Works Department, <br />10. The property shall pass landscaping, irrigation, and photometric /lighting inspections prior to completion <br />of the project or issuance of a Certificate of Occupancy. <br />11. The site plan approval shall be valid for one year upon approval by the Planning and Zoning <br />Commission. An extension request may be submitted prior to the expiration of this approval. <br />12. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and <br />void. <br />A brief discussion ensued regarding the location /mailing address of the site and stacking for the drive -thru <br />area. Mr. Parkhurst asked the applicant to come forward. Mr. Sammy Suleiman, representing Navy Federal Credit <br />Union, 820 Follin Lane, Vienna, Virginia and Mr. Steve Danskine, engineer of record, 1100 Live Oak Street, New <br />Smyrna Beach, Florida came forward. In response to the Commission's concern regarding stacking on the site, Mr. <br />Suleiman said they have never had any stacking issues at any of their other locations. Mr. Suleiman felt very <br />confident that stacking would not pose a problem for this site. A general discussion ensued regarding the number of <br />
