The site plan is valid for one year. Failure to obtain a building permit within one year will result in the expiration <br />of the site plan approval. <br />The Commission questioned the qualifications required for the person that prepares the landscape plan and if the <br />landscape plans are required to be signed and sealed. Mr. Sorensen stated that the Code states: "The landscape plan shall <br />be drawn by a landscape architect or other person with comparable experience in the field of landscaping ". Mr. Sorensen said <br />that staff reviews the landscape plans for good practices in landscaping such as bald cypress trees in an area where they will <br />survive, crepe myrtles under power lines instead of canopy trees. Mr. Sorensen said he could not answer if the plans are <br />required to be signed and sealed. <br />A brief discussion ensued regarding the proposed dumpster enclosure materials and location of the dumpster <br />enclosure. <br />Mr. Meadows asked the applicant to come forward. Mr. Walter Judge, 1501 E. Altamonte Drive, Fern Park, Florida <br />came forward. Mr. Judge said this project has been going on for 4 years and it all started with the City working on their <br />redevelopment plan. He said it was difficult to design the project so that it looks good on all four sides due to the view from <br />the lake, the flyover and as the entrance to the City and it has increased the cost of the project. <br />Mr. Judge said all the trees located at the rear of the property will remain on the site. Mr. Judge said there was a <br />landscape architect consulted on the project and the landscape plans will be submitted by a landscape architect. Mr. Judge <br />said the site has been a challenge. He said he was hoping to get some upscale tenants on the site and one possibly being a <br />restaurant. <br />Mr. Guzman arrived at the meeting at 6:49 p.m. <br />Mr. Judge felt that the Mediterranean traditional style is timeless and it should be a monument for the City for years to <br />come. A discussion ensued regarding the proposed landscaping and the proposed materials for the dumpster enclosure. Mr. <br />Wadley objected to the landscape waivers. He said the front entry area beside the vehicular entry has 2 islands with muhly <br />grass and he would like to see those areas designed with a mix of shrubs, perennials and groundcover to create a landscape <br />focal point that is of substance and reflects the architecture. He said he wanted it to compliment the architecture. Mr. Judge <br />said he had something similar proposed for that location; however, he was told by the Public Works Department that they <br />wanted it to match the streetscape landscaping along US Highway 17/92, Mr. Wadley said he strongly objects to the use of <br />
