Planning & Zoning Commission/ <br />Local Planning Agency <br />February 13, 2013 <br />Page 4 <br />muhly grass being used at entrances to projects. Mr. Wadley suggested that Mr. Sorensen take that back to the City <br />Commission and get clarification because he felt that it was highly inappropriate. Mr. Wadley suggested on the west side of <br />the property adjacent to the 2 live oaks that 2 crepe myrtles could be planted in that area. He also said the ligustrom is <br />covering the last parking space. Mr. Wadley said it appears from the landscape plan that the shoreline will be cleaned up and <br />planted with muhly grass and other trees. He said there is space to add the other trees and shrubs that are required along the <br />shoreline area. Mr. Judge explained that area was left open to provide access to the City for maintenance of the lake. Mr. <br />Wadley said that he accepts leaving that area open for lake access. He said he would like to see a balance of trees at the <br />lakefront. He suggested planting 4 crepe myrtles along the west side and planting trees along the lake edge adjacent to the <br />pavement and adding the balance of the shrubs in that area. Mr. Wadley said he doesn't support the landscape waiver <br />request. Mr. Judge said that staff wants to maintain the view of the lake. A discussion ensued regarding the muhly grass <br />being planted along the lakeshore and the City's future plans for a boardwalk around the lake. Mr. Sorensen explained that <br />the City Engineer prefers planting muhly grass along the lakeshore. He said that the City Engineer is involved with the <br />conditions of the lakes. Mr. Wadley felt that it was inappropriate for the City Engineer to determine what landscape plans are <br />going to look like and it is outside the City Engineer's realm. He said he understands concerns about conditions where there <br />are landscape limitations given the accessibility to clean and have lake edges. He said we are discussing upland areas and in <br />his opinion the City Engineer has no business dictating what a landscaping plan should be and he would like that reflected in <br />the record. <br />A discussion ensued regarding a possible restaurant use with outside seating, parking concerns, the City's future <br />plans for a boardwalk, location of dumpster and the dumpster enclosure materials. <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request, No one came forward. <br />Mr. Meadows requested final comments from staff. Mr. Sorensen stated that the City Engineer is requiring shrubs <br />around the off -site lift station and that's the reason why that is shown on the plan. <br />A brief discussion ensued regarding landscaping around the dumpster enclosure, removal of nuisance landscape <br />materials and the type of landscape materials proposed for the entrance area of the site. <br />
