In response to the question from the Board, Ms. Smith said based <br />on the feedback staff has received it seems that the CRA extension would be denied. <br />A general discussion ensued regarding the CRA seeing a project through fruition and strategic acquisition of <br />properties being a catalyst for redevelopment. Mr. Newlon stated that Casto has expressed an interest in developing <br />along the US Highway 17 -92 corridor. A general discussion ensued regarding the CRA hiring Mr. Steve Triece to <br />research the possibility of buying property in the Community Redevelopment District. <br />In response to the Board's question regarding the City sending a letter to Seminole County regarding an <br />extension to the CRA before the CRA hires a consultant to prepare the ten year plan, Mr. Newlon said that a public <br />request would need to be made to request the extension. Mr. Newlon said the likelihood of Seminole County <br />approving a ten year extension will be difficult. He said if the CRA provides a good plan including items for the Sun <br />Rail project, Seminole County may be more likely to approve an extension for the CRA. Mr. Newlon thought that <br />Seminole County was looking to create a new CRA around each of the Sun Rail stations to support operations and to <br />facilitate the development around the stations. A general discussion ensued regarding the CRA requesting both a <br />two year extension and a ten year extension. The Board felt a two year extension could be requested and that would <br />allow time to build up to a ten year plan. Mr. Newlon said the CRA Board can show they have money to spend on <br />something constructive. He said we can show the blighted properties don't contribute much to the tax base and by <br />assembling properties would allow for better development, <br />Mr. Alfred made a motion for staff to prepare an RFP to hire a consultant to go forward with a ten year plan <br />for the CRA and at the very least a two year extension. Mr. McGregor seconded the motion. A brief discussion <br />ensued regarding the disposition of the CRA funds and property after the expiration of the CRA term. The motion <br />passed unanimously by voice vote. <br />Ms. Smith said staff is hopeful that when the development of the 15 acre project begins it will initiate other <br />redevelopment projects along the corridor. <br />
