Create a new CRA <br />Mr. Dudgeon requested input from the CRA Board regarding the overall strategy for the CRA to effectively <br />accomplish goals, including both the short term and long term. <br />Mr. Newlon explained that today's presentation was to start discussions with the Board regarding the CRA's <br />strategies. He said that he would like to continue the discussion at the next CRA meeting regarding the Board's priorities <br />including short and long term goals and an extension to the CRA term. Mr. Newlon said the Board needs to plan for the short <br />term and hope for the long term. He said that the CRA will have approximately $2.3 million before the CRA sunsets. Mr. <br />Newlon said that he would take the feedback from the CRA to the City Commission to obtain guidance regarding possible <br />changes to the CRA. <br />A general discussion ensued regarding the conditions for determining blighted areas, changes to the Community <br />Redevelopment District boundaries, increasing the ad valorem taxes, the City's relationship with Seminole County and <br />improvements made in the corridor. Mr. Newlon explained that improvements have been made in the corridor that have not <br />been done directly by the CRA but because of the emphasis brought to the area by the CRA. Mr. Newlon said the City used <br />its influence to align the State Road 436/ Highway 17/92 flyover project in such a way that it cleared blighted sites that the <br />CRA was seeking to clear and without the CRA expending any money to make that happen. <br />A general discussion ensued regarding the CRA providing incentives to potential businesses relocating to the CRA <br />corridor and the City providing a "business friendly" attitude. <br />In response to the Board's question regarding an initiative by the City to determine the future plans for existing <br />businesses in the corridor, Ms. Lynch stated as part of the program for retaining businesses, staff has been working on a city- <br />wide business survey since July 2012 to obtain this information. Ms. Lynch said that the information is being tabulated in a <br />detailed spreadsheet and she has received approximately 150 completed surveys. <br />In response to the Board's questions regarding rezoning properties, Ms. Smith explained that in 2009 the City applied <br />for a Major Thoroughfare Mixed Use future land use category to State Road 436 and US Highway 17/92 which allows more <br />opportunities for all the properties in that corridor.
