Community Redevelopment Agency <br />March 14, 2013 <br />Page 2 of 6 <br />Mr. Randy Newlon, City Manager, stated that today's meeting deals with the extension of the CRA term. He said that <br />the CRA sunsets in 2015 and the City Commission is interested in extending the CRA's term but needs a partner. He said the <br />City needs to persuade Seminole County to partner with the City for an extension. Mr. Newlon said that Mr. Kyle Dudgeon will <br />be providing a PowerPoint presentation to the CRA that was given at a recent CALNO meeting. He said CALNO is a <br />consulting organization that consists of elected members from each of the cities in Seminole County and a board member <br />from Seminole County. <br />Mr. Kyle Dudgeon, Economic Development Planner, presented a PowerPoint presentation (a copy is attached and <br />made a part of the minutes). A general discussion ensued regarding the establishment of the City's CRA in 1995 and the City <br />CRA's partnership with Seminole County in 1997. Mr. Newlon said currently Seminole County is equally funding the City's <br />CRA, He said the City has the power to extend the CRA past its sunset without partnering with Seminole County. Mr. Newlon <br />thought that it was unlikely that the City Commission would want to solely fund the CRA. <br />Mr. Newlon said that he and Ms. Sandra Smith have a meeting scheduled with Ms. Nicole Guillet, Seminole County's <br />Community Development Director to discuss the County's position regarding an extension to the CRA term. Mr. Newlon <br />explained that Seminole County's CRA will sunset in 2017. <br />Mr. Newlon stated that Mr. Dudgeon has prepared a presentation to discuss the reasons for extending the CRA term. <br />He said staff is seeking input from the CRA Board to take back to the City Commission for guidance as to how to proceed with <br />the CRA. <br />Mr. Newlon explained the following possible options: <br />1. Extend the City's CRA to coincide with the sunset of Seminole County's CRA and realign with them once they <br />are ready to make a better strategic decision. <br />2. The CRA term can be extended with Seminole County's cooperation up to and only ten years with the current <br />boundaries. <br />3. Possible expansion of the CRA's current boundaries for ten years. <br />4. Seminole County may want the City to create a new CRA with up to a 40 year life. <br />A brief discussion ensued regarding the current Community Redevelopment District boundaries. <br />Sixth Item of Business: Presentation — CRA Strategies Moving Forward <br />Mr. Kyle Dudgeon, Economic Development Planner, presented a PowerPoint presentation (a copy is attached and <br />made a part of the minutes).
