Community Redevelopment Agency <br />February 7, 2013 <br />Page 5 of 8 <br />redevelopment, provide a bike /pedestrian friendly alternative to US Highway 17 -92, promote traffic <br />calming /residential transition etc. <br />Dr. Brock asked the CRA Board to assist in funding the Oxford Road Design Project. He requested the <br />Board authorize up to $100,000. Dr. Brock stated that the CRA currently has approximately $55,000 in their <br />professional services line item and the additional funding would require a budget amendment. He said the City is <br />currently negotiating with a consultant and he does not have a final figure on the design cost. Dr. Brock estimated <br />the cost would not exceed $300,000 for all three phases. <br />Dr. Brock explained the area needs to be surveyed for utility improvements and it would be a cost savings to <br />do the contact sensitive designs simultaneously rather than treating these as two separate projects. He said if the <br />City decides to construct the improvements, it would be a single mobilization as one project. Dr, Brock said they are <br />looking at bidding out the entire project package but including this portion as an alternate because the City doesn't <br />currently have enough funding to construct it. He explained that there are other projects that are going out to bid in <br />the next few months and the City is hoping to see some cost savings on those projects. <br />A general discussion ensued regarding the City contributing to the cost of the Oxford Road Design Project. <br />He said the bulk of the cost for Oxford Road Phase II would be on the CRA to fund unless the City Commission <br />decided otherwise. Mr. Jones expressed a concern with the cut through traffic through Casselberry Exchange to <br />avoid the congestion at the intersection of US Highway 17 -92 and State Road 436, Dr. Brock said that he would <br />make the consultant aware of Mr. Jones' concern in that area. <br />In response to the Board's question regarding the high cost for the design work, Dr. Brock explained that the <br />design costs also includes the geo tech work, survey work, utility improvements etc. A general discussion ensued <br />regarding the Board wanting to see projects that would increase the ad valorem taxes. Ms. Smith said that staff is <br />anticipating that the redevelopment of the City Center site will stimulate development throughout the corridor. Ms. <br />Smith suggested holding a strategy session with the CRA to determine the direction that the Board wants to go with <br />its funding sources. <br />Mr. Gisclar said it was due to the CRA funding that the design for the median and hardscape improvements <br />on US Highway 17 -92 exists today. He said staff worked with Florida Department of Transportation to construct it <br />
