He said the City is also considering <br />revisions to all the other impact fees to encourage redevelopment. <br />A general discussion ensued regarding the plans for the Black's Automotive site and the Casselberry Police <br />Department site. Mr. Newlon said there is interest in both sites and also the Public Works Department Building. Mr. <br />Newlon said there is interest to add apartments over the air space of the Public Works Department building. <br />Mr. Newlon requested the CRA Board authorize staff to send a letter to Black's Automotive to vacate the <br />site. He said that Black's Automotive has 120 days to vacate the site once the letter is sent. The Board expressed a <br />concern vacating the Black's Automotive site prematurely. Mr. Newlon explained that it would take approximately 90- <br />120 days to finalize the development agreement and he estimated approximately another year before dirt is turned <br />on the site. A general discussion ensued regarding the terms of the contract for the purchase of the Black's <br />Automotive site. Ms. Smith explained that an environmental study has been done on the property that shows limited <br />contamination; however, there could be a risk for someone wanting to acquire the property in the future due to <br />possible contamination from the time the original environmental study was completed and the time Black's <br />Automotive vacates the property. Ms. Smith explained that the environmental study would fall under the Brownfield <br />Grant that expires June 30, 2013. She said that the grant funding could be utilized to fund the environmental study <br />on the site if notice is provided at this time. <br />Seventh Item of Business: Oxford Road Project <br />Ms. Smith corrected the agenda stating that it is the Oxford Road Design Project and not a study. Dr. Kelly <br />Brock, Assistant Public Works Director, provided a PowerPoint presentation to the Board (a copy is attached and <br />made a part of the minutes), Dr. Brock explained that the Oxford Area Project has been divided into the following <br />three components: <br />1. South Triplet Lake Drive — Southcot Drive to Queens Mirror Circle <br />2. Oxford Road — Kenwick Circle to Carriage Hill Drive <br />3. Oxford Road — SR 436 to Kenwick Circle <br />He said some of the improvements would include landscaping enhancements, lighting improvements, <br />bicycle striping etc. Dr. Brock felt that the improvements to Oxford Road Phase 2 could promote corridor <br />
