Community Redevelopment Agency <br />January 10, 2013 <br />Page 5 of 7 <br />A brief discussion ensued regarding the existence and success of "at grade intersections ". Mr, Kelly <br />Brock, Assistant Public Works Director, said this would be the first "at grade intersection" in Florida; however, there <br />are some "at grade intersections" in Alabama, Texas and Utah. Mr. Gisclar, Public Works Director, said that the <br />City has not rendered an opinion on the design, and stated that this is a Florida Department of Transportation <br />(FDOT) project. Mr. Gisclar stated that the "at grade intersection" would require staff time to study including <br />improvements that would be needed to Oxford Road. <br />Mr. Newlon explained that local business interest would benefit the most from the project alternative, He <br />read a letter from FDOT stating that for the alternative to be viable, it would need to be studied for level of service, <br />public engagement, and municipal, county, and FDOT support. Mr. Newlon then stated that it may be too late to <br />make any changes. He stated that, as of now, FDOT is planning on completing the proposed flyover project as <br />presented. <br />A short discussion ensued regarding the importance that the project continue, as is, to prevent uncertainty <br />to local business owners. Mr. Trueba questioned whether or not an alternative project would stall the progress <br />already in place. Mr. Newlon stated that the FDOT is committed to the current project, and it's up to private <br />investors to argue otherwise in a timely way. <br />Mr. Jones stated the best thing was for there to be certainty for all business owners on US Highway 17 -92 <br />and State Road 436, He also questioned whether or not a change in the flyover would place it farther down the list <br />of FDOT projects, Mr. Jones explained that the current proposal would allow traffic to flow more easily, and he <br />didn't think the alternative project would accomplish the same goals. <br />Notice of Intent to Dispose of Property <br />Mr, Randy Newlon, City Manager, discussed the properties commonly owned by the City and the CRA, He <br />said the City worked with an architectural consulting firm to reach out to developers to see what interest they may <br />have in developing the property, Mr, Newlon explained City staff reviewed the proposals, and the best two <br />developer groups discussed their concepts with the City Commission individually.
