Community Redevelopment Agency <br />January 10, 2013 <br />Page 6 of 7 <br />the development of a grocery store on the property, and the second involved a mixed -use proposal incorporating <br />restaurants and apartments. He stated the City Commission favored the second set of developers, and will meet <br />them publicly at a City Commission workshop. Mr. Newton explained that he will recommend this development <br />team to the City Commission and ask to move forward with a development agreement. <br />City Center development proposals <br />Mr. Randy Newton, City Manager, explained that since the properties that may be involved are City and <br />CRA owned parcels, the development agreement will ultimately need to be agreed to by the City, CRA, and <br />developers. He additionally explained that the notice of intent to dispose of property was advertised to comply with <br />state requirements. Mr. Newton stated that a consulting firm, ACi, will be used to engage the CRA with the process. <br />He also thanked Mr. Daigle for his years of service on the board. <br />Ms. Sandra Smith, Interim Community Development Director, distributed a calendar for CRA meetings for <br />the 2013 year. She also requested that the board conduct a meeting the first week of February. Ms. Smith felt <br />conversations should be conducted regarding the extension of the CRA as well as a discussion on a project on <br />Oxford Road that the Public Works' staff would like to bring to the board's attention. She also stated that the board <br />would bring in new members at this meeting. <br />Mr. Daigle asked the board if they knew of anyone who would like to serve on the CRA and to encourage <br />them to apply. He asked the board if they could convene in February. A meeting was scheduled for February 7, <br />2013, <br />Sixth Item of Business; Public Comment <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry <br />stated that he thought the history of the CRA most closely reflected a land acquisition agency. He additionally <br />suggested that the CRA allow drive -in windows and gasoline stations in the Community Redevelopment District. <br />He stated that this would make possible an increase in local business. He also stated that it would be worthwhile for <br />City staff to spend time studying the "at -grade intersection" alternative to the flyover project. <br />
