Community Redevelopment Agency <br />January 10, 2013 <br />Page 4 of 7 <br />92 /SR 436 flyover is very similar to the flyover that exists at Maitland Boulevard that crosses over Forest City <br />Road /SR 434. He said it consists of a bridge that elevates and runs from 7- Eleven to 7- Eleven north to south. He <br />said it does reconfigure the roadway and eliminates traffic lights at Fernwood Boulevard and Live Oaks Boulevard. <br />Mr. Newlon said the goal of Florida Department of Transportation (FDOT) in doing this project is to better move <br />traffic north and south. He explained that the City and County provided input to FDOT regarding the flyover project. <br />He said that a western orientation was decided for the flyover which provided an ancillary benefit through eminent <br />domain takes to clear blight in the area. Mr. Newlon said during the taking of those sites the Public Work's Staff <br />has advocated and won redevelopment of those sites in the interim as park land to improve the appearance of the <br />area. <br />Mr. Newlon explained that the City has advocated through our legislative delegation to try and get the <br />flyover scheduled for construction. He said there has been so much uncertainty at that intersection that it is hurting <br />the City's opportunity's for economic development. He said a year ago the City was successful and was able to <br />have the project moved up. He said the project is scheduled for the state's fiscal year 2013/2014. Mr. Newlon said <br />that FDOT is going out to bid this month seeking to award a design built contract. He said the successful bidder will <br />take the designs and finalize the design and propose a cost to construct based on that design. He said the bids are <br />scheduled to be open in June. <br />Mr. Newlon explained that the north and south traffic will run unimpeded. He said there will be traffic lights <br />on State Road 436 that control the east/west flow and the left turns and the left turns from Highway 17 -92 on to <br />State Road 436. Mr. Newlon said there has been a lot of effort to redirect the City and others to consider a different <br />configuration for the intersection. He said the property on the northeast quadrant is owned by RD Management and <br />they are in opposition of the flyover project. He said RD Management is seeking an "at grade" intersection. He said <br />they proposed a "displaced left turn intersection concept". In response to the Board's question, Mr. Newlon said <br />that it may be cheaper to construct an at grade intersection; however, they don't know if the functionality of the <br />intersection would be improved. <br />
