CASSELRERRY CITY COMMISSION <br />Dnoutes of September 24,2012 — Regular nleefiog <br />Page 3 of 21 <br />Mayor Glancy thanked Mr. Newlon for his clarification, and also thanked the citizens who had attended the <br />community meeting. She explained that the Commission had heard their concerns and she and the <br />Commission wished to reassure them that the Commission had made no commitrnent to any redevelopment on <br />the golf course property. <br />Discussion: A lengthy discussion ensued during which the Commission directed the City Attorney to review <br />the legal issues pertaining to the deed restrictions on the golf course property. The Commission as a whole <br />expressed concern over the perception they felt the public had that a commitment to redevelop the property had <br />already been made at the time of the meeting. Commissioners Miller and Solomon expressed displeasure with <br />the way the issue had been handled and indicated they no longer had confidence in the City's Community <br />Development Director. Commissioner Miller made a formal public records request for all emails between the <br />City and the Golf Club within the past six years and requested that those records be made available within the <br />next two Commission meetings. It was suggested that all formalized talks with the golf course owners relating <br />to redevelopment of the property be immediately abandoned, as the burden for the property lay with the <br />property owners and not the City. In response to questions and concerns about how staff could rebuild some of <br />the trust that was lost as a result of the community meeting, Mr. Newlon suggested that the City stop any <br />residential redevelopment planning immediately, as the golf course owners did not have standing to request an <br />alternate use of the property until they had overcome the legal impediments. He also suggested that the focus <br />should be on the dispositions of the golf course that the community had indicated they would like the City to <br />look into. IIe stated this would include checking into the feasibility of taking the golf course and running it of <br />perhaps acquiring it for green space or park land. He further stated that an evaluation should be made as to <br />what would be needed to make such a purchase and how it would be funded, and after these evaluations were <br />made the information could be brought back to the Commission for consideration and direction. <br />The Commission expressed appreciation to all the citizens who had attended the meeting and voiced their <br />concerns. Each member of the Commission also stated for the record that other than the public presentations <br />which had been made, they had had no contact concerning the conduct of business of suggested redevelopment <br />of the golf course properly with either the golf course owners or any developers. <br />The Commission also expressed continued support for Mr. Newlon as the City moves forward in a positive <br />direction. <br />Additional brief discussion ensued regarding how the citizens who had attended the conununity meeting world <br />be notified of the City's change in direction regarding the golf course redevelopment. Ms. Reischmann <br />suggested a mailer could be prepared to target the homes surrounding the golf course and also those citizens <br />who were listed on the sign -in sheet for the meeting. The Commission agreed as a whole that this would be an <br />appropriate method of notification. <br />B. Presentations: Viewpoints Regarding the Seminole County School Board Tax <br />Referendum <br />Ms. Becky Erwin and Mr. Grant Maley, representatives of the political action committee Citizens for <br />Accountable Schools, made a presentation opposing the proposed one mill ad valorem tax increase for the <br />Seminole County School District. <br />
