Mayor Glancy closed the public hearing relative to Ordinance 12 -1379. <br />MOTION: Vice Mayor Hufford moved to adopt Ordinance 12 -1379 on second and final <br />reading, as presented. Motion was seconded by Commissioner Aramendia. <br />Motion carried unanimously by voice vote 5 -0. <br />Discussion: In response to a suggestion from Vice Mayor Hufford, a brief discussion ensued regarding <br />whether to limit the time for discussion on the remaining items due to the lateness of the hour. It was <br />suggested that the discussion time be reduced from the normal three minutes to one minute. Ms. Reischmann <br />confirmed that this would be proper as long as it was applied consistently throughout the remainder of the <br />meeting. <br />CONSENSUS: The Commission agreed by consensus to reduce the allotted time for discussion <br />of each of the remaining items fron three minutes to one minute for tine <br />duration of the meeting. <br />F. Second Reading of Ordinance 12 -1380 — Establishing a Special Service Fee for <br />Outstandiny Lien Searches <br />The City Clerk read Ordinance 12 -1380 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, ESTABLISHING A SPECIAL <br />SERVICE FEE FOR OUTSTANDING LIEN SEARCHES AND AUTHORIZING ASSESSMENT OF <br />THE SPECIAL SERVICE FEE BY THE CITY CLERK; PROVIDING FOR CONFLICTS, <br />SEVERABILITY AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to the second reading of Ordinance 12 -1380 <br />was published in the Orlando Sentinel on September 13, 2012. <br />Staff Presentation: City Clerk Donna Gardner explained that this ordinance was previously brought to the <br />Commission and approved on first reading on August 27, 2012. She stated it establishes a $25.00 service for <br />lien searches. <br />Budget Impact: Based on the volume of the last three years of outstanding lien searches conducted by the <br />City Clerk, it is estimated that $13,500 in special service fees will be collected annually. <br />Recommendation: The City Manager and the City Clerk recommended approval of Ordinance 12 -1380 on <br />second and final reading. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 12 -1380. The following <br />individual(s) came forward: <br />1. Mr. James Fraleigh, 23 Teresa Court, spoke in opposition to the ordinance, and expressed displeasure <br />with the reduction of the time limit for public participation from three minutes to one minute. <br />No one else came forward.
