Motion was seconded by Commissioner <br />Solomon. Motion carried unanimously by voice vote 5 -0. <br />G. Resolution 12 -2416 — Extension of Internet Cafe Moratorium <br />The City Clerk read Resolution 12 -2416 by title as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, EXTENDING FOR AN <br />ADDITIONAL NINETY (90) DAYS, THE TEMPORARY MORATORIUM PROVIDED BY <br />ORDINANCE 12 -1371 ON THE ISSUANCE OF ANY BUSINESS TAX LICENSE, PERMIT, <br />CONDITIONAL USE APPROVAL, SITE PLAN APPROVAL AND ANY OTHER OFFICIAL <br />ACTION OF THE CITY OF CASSELBERRY HAVING THE EFFECT OF PERMITTING OR <br />ALLOWING THE CONSTRUCTION AND /OR OPERATION OF CERTAIN BUSINESSES WITHIN <br />THE CITY OF CASSELBERRY, RELATED TO GAME ROOMS, ARCADES, INTERNET CAFES, <br />SWEEPSTAKES REDEMPTION CENTERS AND SIMILAR INDOOR ENTERTAINMENT AND <br />AMUSEMENT ACTIVITIES; PROVIDING FOR SEVERABILITY, CONFLICTS AND AN <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 12 -2416 was published in the <br />Orlando Sentinel on September 13, 2012. <br />Staff Presentation: Development Services Manager Sandra Smith gave a brief overview ofthe item, stating <br />that earlier in the yearthe Commission had adopted Ordinance 12 -1371 which putinto abeyance arty issuance <br />of any official document that may enable the location of a new arcade, interact caf6, sweepstakes redemption <br />center or similar indoor entertainment or amusement activities within the city for 180 days. She stated that the <br />moratorium was in effect until September 21, 2012, and the purpose of this item was to request an extension of <br />the ordinance for an additional ninety (90) days, with an expiration date of December 20, 2012. <br />Ms. Smith explained that Seminole County was still in litigation, with the lawsuit not expected to be resolved <br />until the end of this year or early next year, and staff was requesting that this be put into effect until the <br />litigation is resolved. <br />Budget Impact: There is no impact to the City's budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption of <br />Resolution 12 -2416. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Resolution 12 -2416. The following <br />individual(s) came forward: <br />1. Mr. Lee Black, 555 Woodford Drive, DeBary, requested that he be allowed more than one minute to <br />speak, as lie had been waiting four hours. The Commission consented to allow additional time for Mr. <br />Black. Mr. Black explained that he was with Allied Veterans at 944 State Road 436 and had been <br />denied both a transfer and a renewal of the business tax receipt for that location. He stated that the <br />
