Resolution 12 -2414 — Tentative Operating Budget for Fiscal Year 2012 -2013 The City Clerk read Resolution 12 -2414 by title as follows: "A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA ADOPTING THE TENTATIVE OPERATING BUDGET FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR COMMENCING ON OCTOBER 1, 2012 AND ENDING ON SEPTEMBER 30,2013; PROVIDING FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE." Notice of Public Hearing: This public hearing was advertised within the 2012 Notice of Proposed Property Taxes (TRIM Notice) mailed to all taxpayers by the Seminole County Property Appraiser in August, 2012. Recommendation: The Interim City Manager and the Interim Finance Director recommended adoption of Resolution 12 -2414 to establish a Tentative Operating Budget for the City of Casselberry totaling $43,649,389 for Fiscal Year 2012 -2013. Public Hearing: Mayor Glancy state that this was a public hearing to consider comments and questions regarding the City's proposed budget for Fiscal Year 2012 -2013. Mayor Glancy opened the floor for public participation. No one came forward to address this item. MOTION: Commissioner Solomon moved to approve Resolution 12 -2414 establishing the Tentative Operating Budget for the City of Casselberry totaling $43,649,389 for Fiscal year 2012 -2013, as presented. Motion was seconded by Commissioner Miller. Motion carried unanimously by voice vote 5 -0. Mayor Glancy announced that the City of Casselberry has adopted a tentative budget for Fiscal Year 2012- 2013. The City Commission will hold a final public hearing on Monday, September 24, 2012 at 7:00 p.m. in City Hall Commission Chambers located a 95 Triplet Lake Drive. At the conclusion of that hearing the City Commission intends to adopt a final budget for Fiscal Year 2012 -2013. All interested parties are invited to attend. A. First Reading of Ordinance 12 -1381 — Amending City Code Chapter 2, Article 3, Division 2 City Manager, Sections 2 -101 through 1 -106 The City Cleric read Ordinance 12 -1381 by title as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA; AMENDING CHAPTER 2, ADMINISTRATION, ARTICLE III, OFFICERS AND EMPLOYEES, DIVISION 2, CITY MANAGER, OF THE CITY CODE OF ORDINANCES; AMENDING SEC. 2 -101 REGARDING APPOINTMENT AND QUALIFICATIONS; AMENDING SEC. 2 -105 REGARDING REMOVAL AND SEC. 2 -106, POWERS AND DUTIES, TO BE CONSISTENT WITH CITY CHARTER
