CASSELBERRY CITY COMMISSION <br />Minutes of September 10, 2012 — Regular Meeting <br />Page 5 of 14 <br />Ms. Bowman stated for the record that the Commission had received a corrected copy of Resolution 12 -2413 <br />which had been amended to correct a scrivener's error in the rolled -back millage rate. She advised that the <br />correct rolled back rate was 5.5513 mills. <br />Ms. Bowman gave a brief overview of the budget adoption process and stated that the tentative millage rate for <br />Fiscal Year 2012 -2013 was set at 5.4500 mills. She stated that the rolled back rate was 5.5513 mills and that <br />the tentative inillage rate was 2.24% below the rolled -back rate. She added that, if adopted, the 4.450 millage <br />rate would result in a tax decrease of 1.82% and would represent the fourth consecutive year that the City has <br />been able to keep the millage rate the same. She then gave a presentation pertaining to the tentative millage <br />rate and the tentative budget for Fiscal Year 2012 -2013. A copy of the presentation is attached to and <br />made a part of these minutes. <br />The City Clerk read Resolution 12 -2413 by title as follows: <br />"A RESOLUTION OF THE CITY CASELBERRY, FLORIDA, ADOPTING THE TENTATIVE <br />OPERATING MILLAGE RATE FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR <br />COMMENCING OCTOBER 1, 2012 AND ENDING SEPTEMBER 30,2013; ANNOUNCING THE <br />PERCENTAGE BY WHICH THE TENTATIVE OPERATING MILLAGE DOES NOT EXCEED <br />THE ROLLED -BACK RATE; PROVIDING FOR CONFLICTS, SEVERABILITY AND PROVIDING <br />FOR AN EFFECTIVE DATE." <br />Mr. Newlon stated that the tentative operating millage rate for Fiscal Year 2012 -2013 is set at 5.45 mills. The <br />rolled back rate is actually 5.5513 mills. The tentative operating millage rate is 1.82 percent below the rolled <br />back rate. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and questions <br />regarding the City's proposed millage rate for the coming fiscal year. Mayor Glancy opened the floor for <br />public participation. The following individual came forward: <br />1. Mr. John Casselberry, 700 South Lost Lake Lane, suggested that any time expenditures are <br />less than what is budgeted, the savings should be carried forward into the next fiscal year. <br />No else came forward to address the Commission regarding Resolution 12 -2413. <br />MOTION: Vice Mayor Hufford moved to approve Resolution 12- 2413, establishing the <br />tentative operating millage rate of 5.45 mills for Fiscal Year 2012- 2013, as <br />presented. Motion was seconded by Commissioner Aramendia. Motion carried <br />unanimously by voice vote 5 -0. <br />Mayor Glancy announced that the City of Casselberry has adopted a tentative property tax rate of 5.45 mills as <br />the tentative millage rage for Fiscal year 2012 -2013. This rate is 1.82% lower than the rolled back rate of <br />5.5513 mills. The City Commission will hold a final public hearing on Monday, September 24, 2012, at 7:00 <br />p.m. in the Commission Hall Commission Chambers located at 95 Triplet Lake Drive. At the conclusion of <br />that hearing, the City Commission intends to adopt a final millage rate for Fiscal Year 2012 -2013. All <br />interested parties are invited to attend. <br />
