CASSLLBERRY CITY COMMISSION <br />Minutes of September 10, 2012 — Regular Meeting <br />Page 4 of 14 <br />BA #12 -073: <br />Explanation of Request: The Holocaust Memorial Resource and Education Center of Florida have requested <br />a donation of $3,000 from each of the Seminole County Law Enforcement agencies to help defiay the $72,500 <br />cost of delivering the "UpStanders; Stand Up to Bullying" program to the 12 middle schools. <br />Account Number Account Description Amount <br />Increase: <br />104 - 0610 - 521.49 -00 Other Current Charges and Obligations $3,000 <br />Decrease: <br />205- 0000 - 389.90 -00 Non - Operating Sources $3,000 <br />Recommendation: The City Manager and the Police Chief recommended approval ofthe $3,000 donation to <br />the Holocaust Center and related Budget Amendment #12 -073. <br />MOTION: Vice Mayor Hufford moved to approve the Consent Agenda, as presented. <br />Motion was seconded by Commissioner Aramendia. Motion carried <br />unanimously by voice vote 5 -0. <br />A. Resolution 12 -2413 — Tentative Millage Rate for Fiscal Year 2012 -2013 <br />Notice of Public Hearing: This public hearing was advertised within the 2012 Notice of Proposed Property <br />Taxes (TRIM Notice) mailed to all taxpayers by the Seminole County Property Appraiser in August, 2012. <br />Budget Impact: The tentative millage rate of 5.450 mills is expected to deliver $5,441,046 in ad valorem tax <br />revenue to the General Fund. The City is obligated to pay to its Community Redevelopment Agency (CR) a <br />distribution called Tax Increment Funding (TIF) based on taxes assessed and collected from properties within <br />the geographic boundaries of the CRA. The tentative millage rate of 5.450 mills will lead to a TIF payment <br />from the City to the CRA of $219,540. Both are included in the requested tentative Budget for Fiscal Year <br />2012 -2013. <br />Recommendation: The City Manager and the Interim Finance Director recommended adoption of Resolution <br />12 -2413 to set the tentative millage rate at 5.450 mills. <br />Staff Presentation: City Manager Randy Newlon introduced Ms. Rebecca Bowman, Interim Finance <br />Director, stating that she would be giving a presentation pertaining both to the millage rate and the proposed <br />budget for Fiscal Year 2012 -2013. <br />
