CASSLLBERRY CITY COMMISSION Minutes of September 10, 2012 — Regular Meeting Page 4 of 14 BA #12 -073: Explanation of Request: The Holocaust Memorial Resource and Education Center of Florida have requested a donation of $3,000 from each of the Seminole County Law Enforcement agencies to help defiay the $72,500 cost of delivering the "UpStanders; Stand Up to Bullying" program to the 12 middle schools. Account Number Account Description Amount Increase: 104 - 0610 - 521.49 -00 Other Current Charges and Obligations $3,000 Decrease: 205- 0000 - 389.90 -00 Non - Operating Sources $3,000 Recommendation: The City Manager and the Police Chief recommended approval ofthe $3,000 donation to the Holocaust Center and related Budget Amendment #12 -073. MOTION: Vice Mayor Hufford moved to approve the Consent Agenda, as presented. Motion was seconded by Commissioner Aramendia. Motion carried unanimously by voice vote 5 -0. A. Resolution 12 -2413 — Tentative Millage Rate for Fiscal Year 2012 -2013 Notice of Public Hearing: This public hearing was advertised within the 2012 Notice of Proposed Property Taxes (TRIM Notice) mailed to all taxpayers by the Seminole County Property Appraiser in August, 2012. Budget Impact: The tentative millage rate of 5.450 mills is expected to deliver $5,441,046 in ad valorem tax revenue to the General Fund. The City is obligated to pay to its Community Redevelopment Agency (CR) a distribution called Tax Increment Funding (TIF) based on taxes assessed and collected from properties within the geographic boundaries of the CRA. The tentative millage rate of 5.450 mills will lead to a TIF payment from the City to the CRA of $219,540. Both are included in the requested tentative Budget for Fiscal Year 2012 -2013. Recommendation: The City Manager and the Interim Finance Director recommended adoption of Resolution 12 -2413 to set the tentative millage rate at 5.450 mills. Staff Presentation: City Manager Randy Newlon introduced Ms. Rebecca Bowman, Interim Finance Director, stating that she would be giving a presentation pertaining both to the millage rate and the proposed budget for Fiscal Year 2012 -2013.
