Renewal with Cigna Healthcare for Employee Medical Insurance <br />Introduction: Consideration to approve the negotiated renewal of City employees' medical insurance <br />coverage with Cigna Healthcare is requested. <br />Budget Impact: The City's share of employee health insurance premiums are anticipated in the amount of <br />$1,468,579 citywide. The increase in cost to the City is estimated to be $88,214. The proposed budget for FY <br />2013 anticipates funding sufficient to absorb this increase. The individual budgets are established in the <br />Health Insurance expenditure accounts for each department. No change in policy terms or staff contribution <br />rates is recommended at this time. <br />Recommendation: The Interim City Manager and the Interim Finance Director recommended approval ofthe <br />negotiated renewal for health insurance coverage with Cigna Healthcare. <br />MOTION: Commissioner Solomon moved to approve the Consent Agenda, as presented. <br />Motion was seconded by Commissioner Aramendia. Motion carried <br />unanimously by voice vote 5 — 0. <br />A. Second Reading of Ordinance 12 -1376 —Amend ULDR Section 2 -7.26 Seminola <br />Boulevard Overlay District (SB2) Design Guidelines (LPA 11 -25) <br />The City Clerk read Ordinance 12 -1376 by title as follows; <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING SECTION 2 -7.26, <br />"SEMINOLA BOULEVARD OVERLAY ZONING DISTRICT (SB -2) DESIGN GUIDELINES" OF <br />THE CITY'S UNIFIED LAND DEVELOPMENT REGULATIONS TO CREATE A NEW <br />RESIDENTIAL CATEGORY WHICH SHALL BE CALLED "GARDEN HOMES "; PROVIDING <br />DESIGN AND PERFORMANCE CRITERIA SPECIFIC TO THE GARDEN HOME RESIDENTIAL <br />CATEGORY; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY AND <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to the second reading of Ordinance 12 -1376 <br />was published in the Orlando Sentinel on July 12, 2012. <br />Staff Presentation: Sandra Smith, Development Services Manager, stated this was a second reading and <br />public hearing on amendments to Section 2 -7.26 relating to the Seminola Boulevard Overlay District design <br />guidelines. She explained that the ordinance would amend the design criteria to allow for a new type of <br />residential development called garden homes, and that adoption of the ordinance would provide the <br />opportunity for this new type of residential development within the Seminole Boulevard Overlay District which <br />includes the Legacy Park Planned Development. She further explained that in addition, the Commission will <br />be asked later in the meeting to approve Resolution 12 -2399 modifying the Legacy Park Planned Unit <br />Development to accommodate the garden home use on Tract G, and Resolution 12 -2403 approving a <br />
