CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individuals came forward: <br />1. Mr. Marshall Polston, 7707 Clementine Way, Orlando, advised that he had been talking with <br />the Interim City Manager about a possible new project involving reconstruction of Fort <br />Concord. He provided the Commission with a handout containing information about the <br />project, including cost estimates. <br />2. Mr. Larry Furlong, 2320 Worthington Road, Maitland, voiced his support of the City's new <br />approach to annexations through the utility system and commended the Commission for its <br />new attitude towards the City's unincorporated neighbors. <br />3. Mr. James E. Fraleigh, 23 Teresa Court, voiced his concerns about the rights of people to <br />express their opinions at Commission meetings, and about the spending of tax dollars to <br />improve the City's image. <br />4. Mr. John Casselberry, 700 S. Lost Lake Lane, stated he had listened to a recording of the <br />initial Housing Task Force meeting and expressed concerns about their apparent focus on <br />property values. <br />A. Edward Byrne Memorial Justice Assistance Grant FY12 /13 Application <br />Introduction: Consideration to apply for the Edward Byrne Memorial Justice Assistance Grant in the arnount <br />of $140,031 for designated use by governmental agencies within Seminole County, including $15,559 by the <br />City of Casselberry for the purchase of in -car video systems, is requested. <br />Budget Impact: There will be no budget impact to the general fund. Upon receipt of the grant funds, an <br />increase of $15,559 to the 001- 0000 - 334.22 -01 (Department of Justice Grant) and an increase of the same <br />amount to the Small Tools and Equipment account (001- 0610 - 521.56 -00) will be recognized by a budget <br />amendment. The use of Federal /State Law Enforcement Trust funds will be used to cover any cost in excess of <br />$15,559. <br />Recommendation: The Interim City Manager and the Police Chief recommended approval of the grant <br />application in the amount of $140,031 and the allocation of funds as follows: <br />
