Mr. Win Adams, 646 Fellowship Drive, Fern Park, expressed his concern that citizens bringing complaints or issues before the Commission should also present facts backing up their position so those in the audience will understand the issues. A. Special Invoice Report Introduction: The Special Invoice Report policy was adopted by the Commission to streamline the financial process for approval of certain invoices, awards of bids, initial contracts and change orders on a project in excess of 5% of the total project. The following items have been reviewed by the affected departments and are being presented for approval: Brown, Garganese, Weiss & D'Agresta, P.A. ® City Attorney Services for March 2012 Invoice #50977 $19,956.36 Fisher & Phillips, LLP ® City Labor Attorney Services for March 2012 Invoice #22751- 720274 $ 66.00 Budget Impact: Funds for the City Attorney invoice are available in FY 2012 Budget Account No. 001 -0140- 514- 31.01. Funds for the City Labor Attorney invoice are available in FY2012 Budget Account No. 001- 0140 -514- 31.02. Recommendation: The Interim City Manager and staff recommended approval ofthe Special Invoice Report. B. Resolution 12 -2368 — FY 2012 Second Quarter Budget Amendments "A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE ANNUAL OPERATING BUDGET FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2011 AND ENDING SEPTEMBER 30,2012; PROVIDING FOR AN EFFECTIVE DATE." Introduction: Resolution 12 -2368 provides for consideration to formally adopt budget amendments approved during the second quarter of FY 2012. Budget Impact: The Second Quarter Budget Amendment spreadsheet details changes to the budget as a result of Budget Amendments adopted by the City Commission at various meetings during the second quarter of Fiscal Year 2012. These changes are presented in summary in the attached "FY2012 Second Quarter Budget Amendments Summary" spreadsheet (a copy of which is attached to and made a part of these minutes) and reflect changes in individual funds.
