All were present. <br />5. MINUTES <br />A. Minutes of January 30, 2012 — Special Meeting <br />MOTION: Vice Mayor Hufford moved to approve the minutes of the January 30, 2012 <br />Special Meeting, as presented. Motion was seconded by Commissioner <br />Aramendia. Motion carried unanimously by voice vote 5 — 0. <br />B. Minutes of January 23, 2012 — Regular Meeting <br />MOTION: Vice Mayor Hufford moved to approve the minutes of the January 23, 2012 <br />Regular Meeting, as presented. Motion was seconded by Commissioner <br />Aramendia. Motion carried unanimously by voice vote 5 — 0. <br />C. Minutes of January 9, 2012 — Regular Meeting <br />MOTION: Vice Mayor Hufford moved to approve the minutes of the January 9, 2012 <br />Regular Meeting, as presented. Motion was seconded by Commissioner <br />Aramendia. Motion carried unanimously by voice vote 5 — 0. <br />1 1111,111f <br />A. Mayor's Proclamation — National Drinking Water Week 2012 <br />Mayor Glancy read into the record and presented a Proclamation to Water Production Superintendent Greg <br />Goodale proclaiming the week of May 6 -12, 2012 as National Drinking Water Week in the City of <br />Casselberry. <br />7. CITIZENS' COMMENTS <br />MENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individuals came forward: <br />1. Mr. James Fraleigh, 1262 Seminola Boulevard, expressed concerns about the rights of <br />citizens to speak their opinions in public meetings without interruption. <br />
