CASSELBERRY CITY COMMISSION <br />Minutes of April 13, 2012 — Retreat/workshop <br />Page 3 of 8 <br />• Housing Grant/Loan Program <br />• Community Development Corporation (CDC) <br />• Funding Sources <br />• Housing Task Force <br />• Casselberry Golf Course Concept <br />Mr. Martin explained in detail the strategies set forth in the presentation, and suggested that a Housing Task <br />Force be formed to evaluate all of these ideas and strategies. He stated that he felt a Task Force would bring in <br />people from the community so the ideas would not just be those of staff, and it would garner a sense of <br />ownership in the community. He also felt that if the decision were made to form a CDC, it would be <br />appropriate for those community members serving on the Task Force to also serve as the first Board of <br />Directors of the CDC, as they would already have made a commitment to the task and goals. He suggested an <br />I1- member Task Force, with each Commissioner appointing two members and then selecting one <br />Commissioner to serve as Chairman. He added that he envisioned the evaluation process to take approximately <br />6 -9 months, after which the Task Force would come back to the Commission with a proposed process for <br />moving forward. A copy of the PowerPoint presentation is attached to and made a part of these minutes. <br />Discussion: A lengthy discussion ensued regarding the various strategies and possible finding sources <br />brought out in Mr. Martin's presentation. The Commission was generally in favor of creating a Task Force and <br />possibly a CDC, but Commissioner Solomon expressed concerns that these may divert resources away from the <br />improvements planned for infrastructure and felt it should be put off for a while. In response to questions from <br />Vice Mayor Hufford, Mr. Martin explained that the process for setting up the Task Force would be that a <br />Resolution would be prepared for consideration by the Commission spelling out what the tasks and goals are, <br />and setting a time for it to come back to the Commission with a recommendation and to get direction from the <br />Commission. He suggested a six -month time frame for the Task Force to come back to the Commission. <br />There was additional discussion regarding the makeup of the Task Force and ideas for improvements to the <br />neighborhoods and neighborhood amenities. Mr. Martin concluded by advising that he has been talking with <br />Rollins College, and they are going to perform an academic study on the potential for the Casselberry Golf <br />Course should it become unable to continue to operate as a golf course. He stated that in this economy there <br />are cases of golf courses that are failing and the City needs to be proactive and have a thought process in place <br />in order to have options should that occur. <br />Presentation: Community Development Director Don Martin gave a presentation regarding Economic <br />Development Strategies for the City of Casselberry.
