CASSELBERRY CITY COMMISSION <br />Minutes of April 13, 2012 — RetreatAVorhshop <br />Page 2 of 8 <br />trending analyses for the General Fund (unrestricted) and Reserves, and projected ad valorem tax levy and <br />millage rates. A copy of the PowerPoint presentation is attached to and made a part of these minutes. <br />Discussion: Discussion ensued regarding the various fiend balances and the forecast, the local option gas tax <br />expiration and possible extension, water and sewer rates, street light assessments and ad valorem taxes, <br />property values and millage rate. In response to questions from the Commission, Mr. Newlon advised that the <br />Solid Waste, General and Water and Sewer Funds all have healthy balances. He added that there are concerns <br />regarding the Local Option Gas Tax Fund, but hopefully it will get extended by the County, and that the <br />Street Light Assessment Fund will probably need to be addressed from a policy point of view in the near <br />future. <br />Presentation: Kelly Brock, Assistant Public Works Director /City Engineer, gave a presentation documenting <br />the status of the City's Neighborhood Improvement & Green Up Casselberry Programs. He stated these have <br />been in place since 2010 and staff has been analyzing and tweaking the programs. He added that these <br />programs include road rehabilitation, street tree program, sidewalk repairs and new opportunities for sidewalks, <br />traffic calming, and other aesthetic improvements. A copy of the PowerPoint presentation is attached to <br />and made a part of these minutes. <br />Discussion: Discussion ensued about the various planned improvement projects, including road rehabilitation, <br />street trees and landscaping, sidewalk repairs and replacement, new sidewalks and shared use paths, traffic <br />calming measures, decorative mast arm signals, road narrowing and on- street parking and bricking. Dr. Brock <br />requested direction from the Commission about whether the design for the Triplet Lake Drive Signature Street <br />project should include full bricking, or only in the intersections. <br />CONSENSUS: City Commission agreed by consensus that the bricking on the Triplet <br />Lake Drive Signature Street project should be at the intersections only. <br />rk <br />Presentation: Community Development Director Don Martin gave a presentation outlining issues and <br />strategies regarding neighborhood housing in the City of Casselberry. Presentation components included: <br />Issues <br />• Taxable Values - from 2008 have fallen/will fall an estimated 37% through 2013 <br />Residential Property Values - are declining faster than the level caused by the recession <br />Aging Housing Stock - is depreciating the tax base and limiting future opportunity <br />Changing Demographics - are shaping alternative housing prospects <br />Strategies <br />® Neighborhood Marketing <br />Identify and Define Existing Neighborhoods <br />Marketing and Public Relations Strategy <br />
