CASSELBERRP CITY COMMISSION Minutes of April 9, 2012 — Regular Meeting Page 6 of 21 BA #12 -039 Explanation of Request: This item seeks Commission approval to utilize $879 from the Federal Law Enforcement Trust Fund for the purpose of purchasing an audio transmitter and scanner for use by the Police Department when conducting covert law enforcement operations. The equipment currently being utilized by the Department is in excess of ten (10) years old and is in need of significant repairs or is no longer operable. The specialized equipment being purchased will assist the Detective Division in performing their responsibilities. Account Account Description Amount Increase: 105- 0610 - 521.56 -00 Small Tools and Equipment $879 105- 0000 - 389.90 -00 Non - Operating Sources $879 Recommendation: The Interim City Manager and Police Chief recommended approval to purchase audio monitoring equipment and of the related Budget Amendment #12 -039. E. Use of State Law Enforcement Trust Funds — Kids House Donation and Related Budget Amendment #12 -041 Introduction: Consideration to donate $1,500 to Kids House of Seminole County from the State Law Enforcement Trust Fund and related Budget Amendment #12 -041 is requested. Budget Impact: There is no impact to the City Budget. BA # 12 -041 Explanation of Request: This budget amendment seeks Commission approval for the Police Department to donate $1,500 to the Kids House of Seminole County. The Florida Contraband Forfeiture Act requires "...any law enforcement agency that acquires at least $15,000 pursuant to the Florida Contraband Forfeiture Act within a fiscal year must expend or donate no less than 15 percent of such proceeds for the support or operation of any drug treatment, drug abuse education, drug prevention, crime prevention, safe neighborhood, or school resource officer program(s). The local law enforcement agency has the discretion to determine which program(s) will receive the designated proceeds." Funding for the donation will be taken from the Police Department's State Law Enforcement Trust Fund (104).
