CASSELBERRY CITY COMMISSION Minutes of April 9, 2012 — Regular Meeting Page 3 of 21 By Consensus of the Commission, Mr. Birdoff was given additional time to conclude his comments. Mr. Birdoff concluded by stating his opinion that during the past 10 -12 years of planning for the flyover some of the goals which were envisioned have been accomplished, but that some of the ancillary benefits which were envisioned will not occur. He suggested that a realignment of Oxford Road to vacant land behind Lowes to connect to the light at Prairie Lake would relieve additional pressure on 17 -92 and foster redevelopment of the Oxford and 17 -92 corridor. 3. Mr. Javier Omana, 1027 Stetson Street, Orlando, Florida, stated he is with CPH Engineers, and also voiced his opposition to the 17- 92/436 flyover. He advised that his firm had been engaged by Mr. Birdoff to master plan his properties in the 17- 92/436 corridor. He expressed his belief that the City, County, and substantial property owners in the area should look at alternatives to the flyover, or at least ways to lessen the impact of it. 4. Mr. John Casselberry, 700 South Lost Lake Lane, voiced his approval of the flyover project, stating that the intersection at SR 50 and SR 436 is much better now than when it was just a flat, signalized intersection. He added that the difference between the two is that the flyover at 50 is over six lanes of traffic, while this will be over four lanes. He agreed that improvements needed to be made on Oxford Road, both north and south of 436, so people can drive around some of the blockages that may temporarily exist during construction ofthe flyover. 5. Mr. James Fraleigh, 1262 Seminola Boulevard, expressed his desire that there be a citizens' review board for both the Police Department and the Commission, and that the Commission issue a memorandum similar to the Cities of Sanford and Lake Helen giving residents and others the right to voice their opinions at City Commission meetings. He also spoke in opposition to the 17- 92/436 flyover, stating that the project has already resulted in the closing of businesses and loss of revenue to the City. No one else came forward. A.
