CASSELBERRY CITY COMMISSION <br />Minutes of April 9, 2012 — Regular Meeting <br />Page 3 of 21 <br />By Consensus of the Commission, Mr. Birdoff was given additional time to conclude his <br />comments. <br />Mr. Birdoff concluded by stating his opinion that during the past 10 -12 years of planning for <br />the flyover some of the goals which were envisioned have been accomplished, but that some <br />of the ancillary benefits which were envisioned will not occur. He suggested that a <br />realignment of Oxford Road to vacant land behind Lowes to connect to the light at Prairie <br />Lake would relieve additional pressure on 17 -92 and foster redevelopment of the Oxford and <br />17 -92 corridor. <br />3. Mr. Javier Omana, 1027 Stetson Street, Orlando, Florida, stated he is with CPH Engineers, <br />and also voiced his opposition to the 17- 92/436 flyover. He advised that his firm had been <br />engaged by Mr. Birdoff to master plan his properties in the 17- 92/436 corridor. He expressed <br />his belief that the City, County, and substantial property owners in the area should look at <br />alternatives to the flyover, or at least ways to lessen the impact of it. <br />4. Mr. John Casselberry, 700 South Lost Lake Lane, voiced his approval of the flyover project, <br />stating that the intersection at SR 50 and SR 436 is much better now than when it was just a <br />flat, signalized intersection. He added that the difference between the two is that the flyover <br />at 50 is over six lanes of traffic, while this will be over four lanes. He agreed that <br />improvements needed to be made on Oxford Road, both north and south of 436, so people <br />can drive around some of the blockages that may temporarily exist during construction ofthe <br />flyover. <br />5. Mr. James Fraleigh, 1262 Seminola Boulevard, expressed his desire that there be a citizens' <br />review board for both the Police Department and the Commission, and that the Commission <br />issue a memorandum similar to the Cities of Sanford and Lake Helen giving residents and <br />others the right to voice their opinions at City Commission meetings. He also spoke in <br />opposition to the 17- 92/436 flyover, stating that the project has already resulted in the closing <br />of businesses and loss of revenue to the City. <br />No one else came forward. <br />A.
