FDOT grant funding and an easement from Progress Energy were obtained for continued <br />construction of Wirz Trail Section 1; award of the construction contract followed. <br />Contract services for property abatement were coordinated and finalized. <br />Code requirements regarding condemnation and demolition criteria for unfinished <br />buildings and structures were adopted. <br />WM�• <br />Staff developed a presentation for a workshop on March 28, 2011 to describe, discuss <br />and seek City Commission guidance to evaluate funding strategies to implement a <br />comprehensive Neighborhood Infrastructure (Improvement) Program of approximately <br />$15 million. <br />Staff continued plan development and permitting research for the Triplet Lake Drive <br />signature street project. This project will install and upsize sewer lines, widen sidewalks, <br />plant trees, etc. Tree locations for "Area 1" were finalized and a Request for Proposal <br />(RFP) for tree installation and maintenance services was issued. This will establish a unit <br />cost for services that can then be applied to tree purchases. <br />Staff provided an update at the March 14, 2011 City Commission meeting, which included <br />a preliminary list of projects (based on the preliminary master plan) that can be funded <br />through various methods. <br />A sidewalk crew is in the process of being hired for City -wide repair and replacement of <br />identified sidewalk deficiencies. <br />Staff prepared an application to submit to the MetroPlan Orlando Bicycle and Pedestrian <br />Advisory Committee to provide $300,000 in funding for the Lake Concord <br />boardwalk/Sunset Drive sidewalk connection as well as pedestrian improvements on <br />Southcot Drive between S. Sunset Drive and South Triplet Lake Drive. Staff also worked <br />with the City Manager to develop multiple strategies for funding all or a portion of the <br />components of the preliminary master plan. <br />Design, permitting, and easement acquisitions for Wirz Park Trail Section 1 has been <br />completed and a Notice to Proceed has been received from FDOT. Staff has initiated <br />advertisement for bid for this project. <br />The Code Compliance Division was relocated back to City Hall from the Police <br />Administration building. This move fosters better direct communication between the <br />officers and planners and provides for improved coordination, communication and <br />oversight to improve code enforcement in the neighborhoods. <br />Staff completed a preliminary master plan of targeted neighborhood infrastructure <br />improvements and presented this to the City Commission in November 2010 with follow - <br />up discussion in December 2010. Staff is currently focusing on beginning the first project <br />( "Area V) proposed in this master plan, including the Triplet Lake Drive Signature Street <br />project, as well as refining locations for street trees to be planted throughout the project <br />area. <br />Parks components for targeted neighborhood infrastructure improvements were included <br />in the preliminary master plan in November. These included enhancements to Lake <br />Concord Park with a sidewalk connection at Home Depot linking Sunset to the Lake <br />Concord boardwalk and a potential linear park in the "flower streets" neighborhood west <br />of Winter Park Drive. <br />
