• The property at 1395 Lake Drive was cited for having an illegal wafter and sewer <br />connection which resulted in the relocation of the RV from the property. The City is <br />now pursuing the removal of the remnants of the house as an unsafe structure. <br />• A resolution of intent to pursue a special assessment for a non -ad valorem tax to <br />repay the City for its costs of abating nuisance properties is currently being <br />advertised 4 consecutive weeks) and will come before the City Commission on <br />October 10t for a public hearing. Should the Commission adopt the resolution of <br />intent, an ordinance and two additional resolutions (Initial and Final) are required to <br />be approved by the City Commission prior to initiating the special assessment in <br />2012. This program will be used to recoup the costs of major abatements to <br />property. <br />• Staff requested the City Commission to surplus three properties acquired due to <br />Code Compliance action. The properties were appraised and then advertised for <br />sale through the City's bid process. A qualified bid was received for one of the <br />properties (541 Lilac Road). As provided by the City's standard operating <br />procedure, the two remaining properties (1037 Bluebell Drive and 1104 Timberlane <br />Trail) will be listed with a real estate company and offered for sale. <br />• A workshop was conducted with the City Commission on August 22, 2011 that <br />defined the difference between a public nuisance (health, safety, welfare) and a <br />general maintenance concern. Staff has reviewed current adopted code. Current <br />methods of pursuing code enforcement in residential areas were discussed with <br />officers and staff is developing amendments to the City Code to strengthen and <br />supplement codes to ensure the Commissions' goals are met. Code amendments <br />include reorganizing codes related to nuisances and property maintenance, <br />providing new language to address issues that will help improve the appearance of <br />the residential communities, and ensuring that the code <br />language provides desired outcomes and supports for code i <br />compliance efforts. <br />• Code Compliance staff reviewed forms to ensure appropriate <br />and necessary information is contained in all forms used and Egg: "E_' <br />that blank forms are readily available for issuance in the field to qhp' ,� s�' x" <br />support the standing order initiative for repeat offenders. °" " "` <br />" <br />• Plans are being coordinated to utilize Park's staff to support the 6gr. <br />Code Compliance Sections efforts related to snipe sign removal <br />on the weekends. a <br />• Enforcement of parking regulations for business vehicles took <br />�Mne <br />effect August 1, 2011. <br />In response to a HUD Community Challenge Planning Grant notice, staff developed a <br />grant proposal for housing and related issues in the community. In an effort to reverse <br />property value declines and crate more valuable housing stock in the City, staff proposed <br />four initiatives beginning with a comprehensive housing study, followed by a visioning <br />exercise, evaluation of neighborhood amenities and an examination of the residential <br />zoning codes. The requested grant amount is $250,000. <br />A transfer of funds was approved by the City Commission through Budget Amendment <br />11 -050. It shifted $557,400 from the General Fund to the Neighborhood Capital <br />Improvement Fund to be held in Fund Balance so that it can be appropriated in FY 2012 <br />for the Triplet Lake Drive Signature Street Project. <br />Staff continued plan development and permitting research for the Triplet Lake Drive <br />signature street project. <br />
